Implementation of livestock insurance Deptt of Animal Husbandry Jammu ignores deserving districts

Jammu, Feb 9: The implementation of Centrally Sponsored Scheme (CSS) livestock insurance has not been implemented by department of Animal Husbandry Jammu in districts that need it the most.
Sources informed Early Times that the livestock insurance scheme which was sponsored by Union Government during 10th, 11th five year plan but astoundingly the department has ignored the deserving districts Poonch, Rajouri and Doda to implement scheme and prefers only plain districts Jammu and Udhampur.
They further said that people of Poonch, Rajouri, Doda districts are dependent on livestock but till date they are not getting the facilities of veterinary services and also for away from such type of schemes.
"Cattle rearing are the traditional activities enmeshed into the socio-economic structure and fabric of rural population in said district, so the development strategy of livestock has to taken into Animal Husbandry for ensuring the overall development of the economic status of the livestock population", sources said.
The animal diseases would be continue to constraint their livestock productivity, every year state government claims to maintain and improve the livestock growth towards the economy of state and cover health facilities are indispensable, but astoundingly at ground level the department only benefited plain districts and nothing has done for hilly districts. The veterinary institutions are available in said districts also acute dearth of employees.
"If department has implemented livestock insurance scheme in said districts, has been formulated with the twin objective of providing protection mechanism to the farmers and cattle rearers against any eventual loss of their animals due to death and to demonstrate the benefit of the insurance of livestock to the people and popularize it with the ultimate goal of attaining qualitative improvement in livestock and their products", they said.
Sources further criticized state government that every year union government release funds to Jammu and Kashmir government through various schemes but the shoddy performance of state government and their administration they didn't utilized that funds properly and timely.
When contacted, Director Animal Husbandry Jammu Dr S L Bhagat said that due lack of funds he didn't implement livestock insurance scheme in all districts of division.
He further said that the department made a proposal and forwarded to union government that in next scheme National Livestock Mission covered rest of all districts.
