Election to 11 seats of Upper House in mid March | | | Bashir Assad Early Times Report
JAMMU, Feb 9: The Election Commission of India (ECI) will be issuing seven notifications for elections to 11 seats of Legislative Council falling vacant in March2015. Election for these seats will be held in mid March. Eight other vacancies in the same house will be filled up by the new Government through nominations. Official sources said that out of seven notifications, five will be issued for single seats including one each reserved for Leh and Kargil and three casual vacancies, which have arisen due to election of three MLCs to the Assembly. Of remaining two notifications, one will be issued for two seats of Kashmir and another for four seats of Jammu region. They said that elections could be held in first week of March. Nineteen vacancies are to be filled in the Legislative Council, 11 by election and 8 by nominations. Out of 19, 3 have fallen vacant in casual vacancy category (on election of the member to the lower house). These three include, M Ashraf Mir of PDP, Davinder Rana and Abdul Majid Bhat of National Conference. Two members whose term was expiring in March have resigned in December on changing their political parties. These Sheikh Ghulam Rasool who joined PDP and Ajat Shatru Singh joined BJP. Though Rafiq Ahmad Shah of Panthers have also changed his party, however, he continues to draw the salary as the party has not issued expulsion orders. B R Kundal who contested the assembly elections from RS Pora as independent against his party candidate too continues to be member of the upper house. His term is expiring in March. Others who are retiring include Sayed Asgar of PDP, Amrit Malhotra, Subash Chander Gupta, Ravinder Sharma, Bashir Ahmad Magray and Narboo Gialchan of Congress, Javed Rana, Vijay Bakaya, Sayed Rizvi of NC. |
