Jammu, Mar 17: In sharp contrast to the situation during PDP-BJP alliance government, the files in the Civil Secretariat during the last two months have been disposed off with an unprecedented speed, thanks to two Advisors of the Governor NN Vohra who are ensuring this with personal monitoring of movement through various quarters. This has almost ended pendency of at least those files which were said to be stagnant without valid reasons for a long period during tenure of mantries.
Sources said the pro active role of two Advisors Parvez Dewan and Khurshid Ganai in matters of governance has not just resulted in running of administration at the highest level effectively and smoothly, but more than that the disposal of files have received a great push with the duo having taken up this task as a matter of priority apart from other works. Sources said the two Advisors, quite experienced bureaucrats with their administrative acumen have made it amply clear that no file would remain stagnant at any level beyond a reasonable time which is why the files of individuals have witnessed very quick disposal in no time.
Sources further said quick disposal of files has come as a great delight to the youth in particular whose matters of recruitment were withheld for one or the other reason have been pushed through right quarters during the last two months. Even in matters of public grievances the files pertaining to complaints of common masses which were not settled during the last few years have been cleared, courtesy intervention of the two Advisors that have made this happen, sources in GAD said.
There were so many cases of youth whose names appeared in the waiting list of recruitment agencies but their files remained stagnant for a long period. The desperate candidates exhausted themselves in visiting the corridors of power during 'Mantri raj' both during NC-Congress coalition as well as during the PDP-BJP government, sources said. What they could not achieve in last over two years has been made possible in just two months, sources said, which is why every quarter feels Governor's rule is better than popular government. Many candidates had left hopes of getting any positive response from the Civil Secretariat to their job status but quick disposal of their files have rewarded them happily, sources said.
While during the PDP-BJP government almost all the Commissioners and Secretaries were in accessible and unapproachable, the two Advisors have also reversed this trend and tightened noose on them by ensuring their presence in respective chambers particularly during visiting hours of common people in the Secretariat, sources said. These babus would seldom make themselves available during the popular government in place on the pretext that they are busy with their ministers, sources said this gap has been bridged to a great extent almost with all departments.
