Chaos mars Kishtwar DDB meeting over pharmacy licence to non-local
Sharma, Kichloo exchange heated arguments; Saroori walks out

Jammu, Apr 5: Senior Congress leader and MLA from Inderwal, Ghulam Mohammad Saroori on Thursday staged a walkout from the District Development Board meeting at Kishtwar against the PDP-BJP coalition government's decision to allow a non-state subject to open pharmacy shop in Kishtwar hospital which is in violation of the Article 370.
"On one hand, Chief Minister Mehbooba Mufti describes people opposing Article 370 as anti-nationals and on the other hand, her government is permitting a non-state subject to set up pharmacy shop in Kishtwar," Saroori said.
He urged upon the Minister for Health and family welfare Bali Bhagat, who is also chairman of DDB in Kishtwar, to revoke the permission given to the non-local pharmacist.
The meeting reviewed the implementation of decisions taken in the previous meeting and took stock of sector-wise physical and financial achievements registered in the district under district plan.
The meeting was also attended by MoS Sunil Kumar Sharma, Bhushan Lal Dogra, Vice-Chairman J&K State Advisory Board for the Development of Scheduled Caste, Choudhary Gulzar Ahmed Khatana, Vice-Chairman J&K State Board for the Development of Gujjar and Bakerwals, G.M.Saroori, MLA Inderwal, Sajjad Ahmed Kichloo, MLC Firdous Ahmed Tak, beside HoDs of various departments.
A plan allocation of Rs 135.80 crore for Kishtwar was approved for the financial year 2018-19 at the meeting which witnessed heated arguments between Kichloo and MoS Sunil Sharma. Kichloo told Sharma that the schemes which he was quoting were started and sanctioned by the previous government.
At the outset of the meeting DC Kishtwar welcomed the chairman and gave a general abstract of achievements under district Capex budget 2017-18. He informed the chairman that during current financial year, out of the revised approved allocation of 120.89 crores, the expenditure to the tune of Rs 118.12 crore was done, giving a total achievement of 97.70%. He further informed that while a number of the department were able to achieve 100% target but few were lagging behind owing to some bottlenecks in their respective projects.
While reviewing the sector wise performance of the line departments the Minster exhorted upon the officers to put their sincere and dedicated efforts and make judicious use of funds ensuring time bound completion of projects in a fair and transparent manner. For the purpose, he directed District Officers to do a regular field visits within their jurisdiction and take a feedback on ground level about implementation of various government schemes meant for the welfare of general public.
Both Kichloo, Saroori raised various public important issues including shortage of drinking water, non availability of doctors at hospitals, poor supply of atta, rampant corruption and embezzlement in PHE department and showed his concern that despite having availability of six water tankers, people of Kishtwar are suffering for the want of water. They also advocated for probe into misuse of funds in execution of Naigard water supply scheme. They allege that the progress on various developmental activities in Kishtwar District including in R&B sector is going on at snail pace, beside also called for early opening of Sinthan Top and Margan Top road.
They also opposed the move of shifting of existing bus stand Kishtwar which was also supported by the MLC Firdous Ahmed Tak who also raised several public important issues in the meeting.
The Minister counted a record number of projects sanctioned by coalition government and said that the government is trying to fulfill every possible expectation of people. He asked the officers to pursue and take up the matter properly with the higher authorities for suitable outcome.
Responding to the demands put forth by legislators before the chair, the Minister directed the concerned officers to take appropriate action in this regard within shortest possible time. He warned the officer that any laxity in this regard shall be dealt very strictly.
