DC Samba meets principals of Pvt Schools
Directs them to adhere to norms

samba, Apr 9: Deputy Commissioner DC) Samba-Rajinder Singh today met with Principals of all Private schools of the District at DC office Complex Nandani Hills and issued necessary orders to streamline the education system in private institutions.
Large number of representatives of private schools of district samba participated in the meeting. During the meeting, DC samba said that they have received several complaints from the parents over the issue of hike of admission fees and selling of uniforms , stationery items by some private by charging hefty amount.
While talking with media person DC Samba Rajinder Singh said that they have received some complaints regarding private schools getting higher admission fees and selling books, uniforms and stationery in the school premises by charging hefty amount. Acting on these complaints, district administration also moved an order two days ago and constituted a flying squad and establishment a control room. A control room was also established in the office of the Chief Education Officer (CEO) Samba.
DC said that over frequents complaints from Parents of students regarding undue hike in Fee Structure / Transport Charges, Bags & other stationary item in the School premises by the management of Private schools in the District. He further said that some institutions are recommending certain shops for purchase of books / stationary items and bags etc. Thus benefitting some favourites whereas, Chief Education Officer Samba has also informed vide his No. CE0s/Lega1/524-25 dated 07.04.2018 that some of the private schools are reported to be indulged in highly commercial activities as mentioned above which amounts to the violation of the norms.
On the basis of various complaints regarding fee hike by some private schools in the State and to determine and regulate the fee structure of private schools, a committee was constituted vide Govt. Order No. 520-Edu of 2013 dated 07.05.2013 read with Govt. Order No. 344-Edu of 2015 dated 21.07.2015; Whereas, without the approval of the Fee Fixation Committee constituted vide Govt. order quoted above, some private schools / Individual School Authorities enhance their fee structure which is in violation of Govt. Order.
Whereas in the light of above mentioned facts and to regulate the Fee structure and to curb the other exploitative measures adopted by some of the Private educational Institutions, DC Samba ordered that Transport fare shall be charged strictly in accordance to with the rates approved by ARTO Samba on the basis of route/distance, School Authorities, providing Transport facility must also follow the guidelines of Supreme Court for ensuring safety / security of children.
"No Institution shall enact midterm revision of fee structure and the parents /students shall not be coerced in any way to purchase books and other items from School or any other shop recommended by the Institution", reads the order adding that class wise complete details of Fees shall be displayed on the notice Board and the complaints of the Parents/ students shall be addressed in time bound manner.
He further said that separate teams have been constituted for Inspection to ensure compliance of the said directions in letter and spirit.
A control room has been established in the office of Chief Education Officer (CEO) Samba to receive complaints and teams so designated shall immediately visit the the Institution and shall submit fact finding reports to CEO with a copy to District Magistrate.
"The CEO shall take immediate cognizance of the Matter and shall lodge FIR. Chief Education Officer, Samba and Zonal Education Officers (All) shall also ensure the implementation of directions", further reads order adding that any violation of the above instructions will be taken seriously and strict action will be taken under rules against the defaulters.
Students and parents , aggrieved of any action on part of School Management, may inform the District Development Commissioner, Samba through written complaint on [email protected] with full details / particulars of School and issue to be addressed.
