JU: Staff College chief seeks CBI probe into purchase fraud

Jammu, Apr 9: Taking serious note of the abuse of official position by the outgoing Vice Chancellor Prof. R.D. Sharma in releasing double payment to the vendors to settle a book purchase bill, a senior official of the varsity on Monday requested the Chancellor, N.N. Vohra, to hand over the case to the CBI/State Vigilance Department/Crime Branch for thorough probe.
Prof Rajender Gupta, in the capacity of Director, Academic Staff College, had placed orders for purchase of books amounting to about Rs. 60,000 to three Delhi based publishers in February 2014. The purchase was however turned down as per recommendation of the committee on flimsy grounds vide University order No. FIN/2016-17/7314-19 on 24/11/2016.
The vendor, after not hearing anything from the university, after waiting for three years filed a court case at Delhi which passed a decree ex-party decision directing the JU to release payment to the vendor along with 12% interest.
Prof Gupta alleged that instead of defending the case in the Delhi court, the JU released Rs 101730 in favour of the vendor causing wrongful loss to the varsity exchequer. Earlier also Prof Gupta had filed a complaint to the Chancellor for various irregularities and misuse of official position and the directions were given to the University vide official communiqué of Chancellors Secretariat bearing no. GS-60(JU)2017/4809-2017 to constitute a four-member committee to verify the allegations.
However, as per the past practice of concealing the material facts and keeping the Chancellor's office in dark, the committee did not carry out in depth verification and submitted a misleading report to the Chancellor.
