President voices anguish over Rassana rape & murder case

Well Jammu and Kashmir is a highly sensitive state where a rape and murder victim could trigger controversies because the eight year girl belonged to a minority community.And the media has had to pay the penalty of disclosing the identity of the girl when the High Court wanted to penalise the media houses with Rs.10 lakhs and those heading the media houses had to seek an apology. Since the rise of Pakistan sponsored insurgency in Kashmir, which later spread to the region of Jammu. Murders abductions and rapes have been common. And later word travelled across the valley that such plans had blighted the name of militants. But these days on opening the pages of a newspaper one gets sick of reading stories connected with rapes, murders of teenagers. Even girls belonging to the 7-10 age-group are not spared. Look at a strange situation even the central cabinet Minister Simirti Irani had to face stalking and till the police arrested the four stalkers. And if President, Ram Nath Kovind, has expressed anguish over the rape of Kathua girl he has voiced the pain of millions of people. Expressing his anguish over the recent rape and murder incident, President Ram Nath Kovind has said society had to provide safety and security to children. He said the incident in J&K is an eye-opener for society and that moral values were eroding. Yes there is general degradation of moral values not only in Jammu and Kashmir but across India. The land of sufis and Reshis has turned into the land of criminals who are after rapes and after murders. Kovind was speaking after presenting degrees to the students during the sixth convocation of Shri Mata Vaishno Devi University, Katra, at Kakryal in Reasi district. Governor NN Vohra and Chief Minister Mehbooba Mufti were also present. Kovind who presided over the function awarded 882 degrees to the students. These were 439 graduate degrees, 427 masters degrees and 16 Ph Ds besides 26 medals. And who knows that Rassana victim would have received a degree or some award after 20 years had not the rapists killed her. Her killing led to regional and communal polarization after the a section of the BJP, including two ministers, supported the Hindu Ekta Manch protest rallies against the state Government's refusal to handover the case of rape and murder to the CBI. Even the Centre too supported Chief Minister, Mehbooba Mufti. At one stage the coalition Government faced the threat of early fall but the way the BJP led NDA Government handled the issue indicated maturity on the top BJP functionaries. Well President Kovind has voiced concern over the rape and murder incident at Kathua but he should have voiced concern over daily rapes and murders in rest of the country.He could have easily appealed to people to desist from facing overall degradation of moral values. As President he should have issued instructions to the security agencies,police and the intelligence agencies to coordinate their efforts to prevent rapists from indulging in sex orgy and later killing the victims. Well women used to be safe like caged birds in Kashmir before 1989-90 and the rapists have gone wild after the rise of militancy. Possibly these rapists feel that since the security forces including the police are after militants and their supporters they could indulge in satiating their sex pleasures. Not knowing that whatever militants did they were spared because people felt the scare of militants and their guns. Now people are aware of these rapists plans and leave no stone unturned to have those rapists arrested and even the Governor, N.N.Vohra, has suggested that the trial of the accused in Kathua rape and murder cases be held on daily basis so that the accused were punished leaving the victims' family and supporters satisfied.
