Transfer orders issued in March reduced to mere piece of papers in Department of Forests
40 transferred officials refuse to join new places of posting

SRINAGAR, Apr 22: Of late a disturbing development has emerged in the state as the officers and officials transferred from one place to another don't join their new places of posting while mocking at the whole exercise.
As many as 40 officials were transferred in the Department of Forest in March this year, but none among them joined their new places of posting. Since these officials are enjoying the patronage of 'influential' people they were not asked as about the reasons as why they did not join at their new places of posting.
Office of Chief Conservator of Forests, Kashmir issued three separate transfer orders on March 7, 2018. According to these orders 40 officials were transferred from their present places of posting to the new places of posting. The officials transferred included Senior Assistants, Head Assistants and Junior Assistants.
According to order number 106 of 2018 dated 7-3-2018 as many as 18 officials were transferred. The transferred officials are holding positions of Senior Assistants, Head Assistants and Junior Assistants in the Department of Forests. In the order it was written that transfers/adjustments of the officials have been carried out in the interest of administration.
According to order number 108 of 2018 dated 7-3-2018 as many as eight officials were transferred. All of the transferred officials in this particular order are Junior Assistants. According to order number 109 of 2018 dated 7-3-2018 as many as 14 officials were transferred. These officials are working as Junior Assistants in the Department of Forest.
Early Times has learnt from sources that none of the transferred officials joined their new places of posting and they continue to discharge their duties at their previous places of posting. The whole transfer process has been mocked since the transferred officials have not moved an inch from their present places of posting.
"The officials who have been transferred are working at the present places of posting for the past five or six years. It was after serious perusal that the transfer orders of these officials were issued. However, the desired results have not been achieved as the transfer orders have not been implemented," said sources.
On behalf of Chief Conservator of Forests Kashmir all the three orders have been issued by Nisar Ahmad, Additional Principal Chief Conservator of Forests, Kashmir. In the three orders it has been written that all the incumbents will retain their lien in their parent cadres.
"Most of the officials transferred are enjoying close rapport with the people at helm in the state these days. As such the accountability has gone for a huge six and there is nobody who would look into this issue. The officers who were supposed to keep track of the transfers are watching the developments silently with the transfer orders not being implemented," said sources.
Sources said that the officials transferred are having close nexus with the higher ups of the department and this turned out to be main reason for non-transferring of the officials. They said that nexus in the department can be eliminated only when officials transferred join their new places of posting.
