Will recent reshuffle of ministers promote peace & political stability in J&K?

Will the Monday's reshuffle in the council of ministers,headed by Mehbooba Mufti resolve regional imbalance and promote peace and political stability in Jammu and Kashmir? Doubts are voiced about it on the plea that in 2014 elections the BJP had promised moon for the people of Jammu and had accepted the demand for granting citizenship rights to the refugees from West Pakistan. This has not been done during the last four years. The BJP has not been able to provide effective leadership in the sense that it could be able to fulfill its promise of altering some con troversial clauses in the constitution. Simply replacing one pawn by the other is immaterial. The ruling Bharatiya Janata Party (BJP) has cleared the name of Kavinder Gupta as new Deputy Chief Minister of Jammu and Kashmir who will be among eight legislators including two from PDP who were sworn in by the Governor, N.N. Vohra on Monday. According to sources in BJP, the decision to appoint Kavinder Gupta was taken in New Delhi in a meeting chaired by the BJP national president, Amit Shah.Well the National Conference leadership has expressed resentment over the induction of Rajeev Jasrotia who had participated in the protest r allies against the state Government's refusal to hand over the case of rape and murder at Kathua to CBI. If Lal Singh and Chander Prakash have been sacked by the BJP as ministers on the charge of taking part in the protest rallies organized by the Hindu Ekta Manch against state Government's refusal to order CBI probe. If Lal Singh and Chander Prakash lost the job of ministers why should Jasrotia be sworn in as Minister? This argument is valid but Jasrotia may have not berated the state Government. Gupta and Nirmal Singh have exchanged seats and this may not result in any major development as far as the security and political development is concerned. Dr Nirmal Singh has submitted his resignation. as Deputy Chief Minister when he should have been told in advance that he may be appointed as speaker of the Assembly. Will Kavinder Gupta succeed in removing regional discrimination of Jammu which Nirmal Singh has not been able to do so ? This is a moot question and the events that may succeed the cabinet reshuffle will determine whether the reshuffle was needed for toning up the administrative machinery or not? Though Dr Nirmal Singh may be the new Speaker of the Assembly but within his heart he is not a happy man because he feels he has been sacrificed on the altar of misunderstanding. MLA Sat Paul Sharma, MLA Samba Dr Devinder Manyal, and MLA Kathua Rajeev Jasrotia, have been appointed as Cabinet Ministers, while MLA Doda Shakti Parihar has been appointed as Minister of State Deputy Chief Minister of Jammu and Kashmir was among eight legislators including two from PDP to took the oath on Monday. Will the team of new BJP Ministers succeed in promoting regional balance In the field of employment and development projects ? Doubts persist about it. It is so because the BJP has been forced to play the second fiddle to the PDP. And the success of the PDP headed Government depends on the repeal of the AFSPA and end to human rights violations allegedly committed by the security forces.That is one part of the game.The other part is very important which relates to the growing clashes between the civilians and the security forces during the encounters and during the burial function of slain militants. This is a new trend. And if the new team of Ministers are able to end this menace it may usher in peace in Kashmir. The PDP's success depends on promotion of peace and repeal of AFSPA and the success of the BJP depends on the resolution of regional imbalance, grant of citizenship rights of west Pakistan refugees and major changes in the various clauses of the constitution which may include end of 35-A, Article 370 and vehement rejection of demand for autonomy. And BJP may see its future bright if it succeeds in prevailing upon the central leadership to reopen the channels of dialogue with Pakistan. But in the absence of these sops peace and political stability may be a distant dream for Jammu and Kashmir
