SRINAGAR, May 9: The Directorate of Agriculture Kashmir has been showering benefits on the family of a retired bureaucrat and a former Minister for Agriculture by extending undue benefits to the family members of the minister as well.
Sources told Early Times that a bureaucrat who retired as Commissioner Secretary Agriculture has been receiving undue benefits despite the fact that he hang up his boots some years back. The bureaucrat is virtually running the show at the department since he enjoys a close rapport with the higher ups at Directorate of Agriculture, Kashmir.
"The retired bureaucrat is at present heading a body entrusted with the responsibility of holding competitive examinations in Jammu & Kashmir. A driver of the Department of Agriculture continues to be deputed at the residence of the retired bureaucrat round the clock," said sources.
Sources said that the driver in the real sense is the employee of retired bureaucrat and not of the Directorate of Agriculture, Kashmir. They said that besides the services of driver, a vehicle of the department is made available to the retired bureaucrat as and when required by him or his family members.
"The retired bureaucrat played an important role in appointing the present Head of the Department (HOD) for Kashmir. The HOD is reciprocating the same by extending benefits to the retired bureaucrat and his family. Although, the people at helm know the things very well but so far no action whatsoever has been taken," said sources.
Sources said that Directorate is also providing benefits to a minister who was previously been allocated the portfolio of department of agriculture in the state. Unlike, the retired bureaucrat services of a driver along with the vehicle are always at the disposal of the former minister for agriculture.
"A driver along with the vehicle is sent to the residence of the former minister for agriculture on daily basis. The driver is not expected to ferry any official of the department, but a close relative of the former minister for agriculture. The relative of the minister has to reach the office and for the same agriculture department's driver is posted. The driver ferries the relative to office and vice-versa," said sources.
Sources said that there is complete mismanagement at Directorate of Agriculture, Kashmir adding that nobody is bothered to look into the mess. They said that accountability has gone for a huge six in the department with some of the higher ups enjoying like anything.
"Over the years the state government and the bureaucrats have virtually made a mess of the affairs. Surprisingly, the matters have not been set right so far and there are minimal chances in future as well as the new minister for agriculture and the commissioner secretary have very little knowledge of the department," said sources.
