Administrative inertia delays creation of IT (Subordinate) Service

Jammu, June 3: The sluggish approach of various government departments to forward the necessary details of all IT service related employees to the Jammu and Kashmir Information Technology department, has delayed creation of IT (Subordinate) service for nearly two years. The IT service employees working in various government departments have been feeling dejected due to delay in creation of service, which consequently delays the promotion benefits to them.
Several Computer Assistants, Data Entry Operators, Electronic Data Processing Supervisors informed that there was a genuine grievance of stagnation of services for IT service employees, working in various government departments. "An employee joined the department as Data Entry Operator or Computer Assistant shall retire from the same posts or from one higher post after several decades of service", the employees said, adding that due to no promotion avenues some of the employees had knocked the doors of court and got some promotions.
It was a long pending demand of the IT Service Employees to create a separate service so that promotion avenues would be opened for the employees and finally in 2016, the state government created Jammu and Kashmir Information Technology (Subordinate) Service Recruitment Rules 2016 and two SRO were also issued by the department. "But after the lapse of over one and half year no headway was made", the employees said, adding that according to the SRO a total of 373 posts of IT were withdrawn from various government departments.
It was decided that all these posts would be merged in Information Technology department and all the employees dealing with Information Technology services would come under the Service Recruitment Rules, to streamline the system. Secretary to Government, department of Information Technology Saugat Bishwas said that the creation of IT Service was initiated in 2016. "We had sought complete information of all the employees related to IT Service, from all the government departments but so far only 14 departments have submitted the same while information from 40 more departments is still pending", Bishwas said.
He further said that time and again they had sent reminders to the department for forwarding the information and also to General Administration Department. "Now it is decided to send a final reminder after which a selection committee will be constituted which will finalize the seniority of the employees as per the qualification and work experience", he said.
