SRINAGAR, June 3: Any sane person would laugh when he or she is told that the service book of an employee was prepared five years before his actual employment. This may sound somewhat intriguing but it is a fact.
Mubashir Rashid Qadri was adjusted on ad-hoc basis as Assistant Engineer (Refrigeration and Automobiles) at Sher-i-Kashmir University of Agriculture Sciences and Technology-Kashmir (SKUAST-K) in 1989. However, his service book dates back to 1985 with the same showing that Qadri was appointed in 1985.
"Shri Mubashir Rashid Qadri, Technical Assistant, Estates Wing, Shalimar Campus is herby adjusted on ad-hoc basis for a period of six months or till the post is filled up, as Assistant Engineer, (Refrigeration & Automobiles) in the pay scale of Rs. 2200-4000 plus allowances as admissible under rules, against the available post of Assistant Engineer in the Estates Wing, SKUAST, Shalimar Campus," reads the university order number 37 (Est) of 1989 dated 6-7-1989.
Although in the order it has been written that Mubashir is working as Technical Assistant, nobody knows when he was appointed as Technical Assistant. This became evident as the university authorities failed to satisfy an RTI applicant who had asked for pay acquaintance roll of Mubashir during March 1985 and December 1990.
The RTI applicant Junaid Nazir had moved the RTI applicant seeking Xerox copy of matriculation certificate of Mubashir, pay acquaintance roll of Mubashir during March 1985 and December 1990, Xerox copy of adhoc order of Mubashir and verification report of diploma qualification certificate of Mubashir.
The Public Information Officer (PIO) of SKUAST-K in his reply said that the Xerox copy of matriculation certificate has been provided to RTI applicant. The PIO has in the reply said that information sought with regard to pay acquaintance roll with effect from 4-3-1985 to 3-12-1989 does not fall within the statutory period of 20 years, as per J&K RTI Act-2009.
With regard to the verification report it has been written by the PIO that the verification report of diploma qualification certificate of Mubashir Rashid Qadri is not available in the records. Following a brief stint as ad-hoc employee Mubashir was appointed temporarily as Assistant Engineer (Refrigeration & Automobiles) at Estates wing of SKUAST-K.
"Shri Mubashir Rashid Qadri who has been working as Assistant Engineer on ad-hoc basis is hereby appointed temporarily as Assistant Engineer (Refrigeration & Automobiles) in the pay scale of Rs. 2200-4000 plus allowances as admissible under rules with effect from 1-10-1990 against the post held by him in the Estates wing, after giving one day break on 30-09-1990," reads university order number 231 (Est) of 1990 dated 3-12-1990.
There is also controversy with regard to the qualification certificate produced by Mubashir vis-à-vis his passing of diploma in automobile engineering through J & K State Board of Technical Education. Although, he claims to have passed the examination in 1981-82 the certificate was issued on 10-9-2005.
Given the fact that Mubashir was appointed as Assistant Engineer on ad-hoc and temporary basis in 1989 and 1990 respectively how come his service book was prepared in 1985. Plus the post of Assistant Engineer is a gazetted one and how come it can be filled on ad-hoc or temporary basis. These questions have so remained unanswered from SKUAST authorities.
