KISHTWAR, July 13: In a major crackdown on attachment of influential and politically backed employees, the Governor's administration has launched a massive crackdown on employees working on attached, deployment and deputation basis by ordering their immediate detachment and reprimanding to their parent departments without any delay.
As per the details available with Early Times in continuation to previous order, General Administration Department on Friday vide order No. 22-GAD of 2018 Dated 6-07-2018 issued elaborated and speaking order on the detachments of attached, deployed and deputation based employees leaving no scope for the influential employees to dodge the authorities, thus shrinking the escape routes for them.
The government with a view to ensure smooth functioning of various departments/offices issued the order asking for the employees presently on attachment with their respective or other department or offices shall be repatriated to their parent department or organization with immediate effect and put the onus on Drawing and Disbursing officer either to act or face the action in case of their failure in implementing the government order.
Following the fresh directions, the District Election Officer relieved all the employees attached in District Election Cell Kishtwar, EROs of 51/52 Assembly Kishtwar and Inderwal, Dy. Election Office, AEROs (Tehsildar) offices and directed them to report at their original place of posting with immediate effect.
After issuing general detachment orders, I/C CEO Kishtwar through two different orders today order detachments of all the teachers/master grade, RRET's & RETs presently working on court directions wherein the writ petition stands disposed of by the High Court of J&K at Jammu and directed the DDOs to relieve all such employees so that they could join at original place of postings.
In another order I/C CEO Kishtwar issued similar directions with regard to employees presently working on Medical grounds having medical certificate issued by the standing Medical Board Jammu wherein the validity of Medical Certificate expired more than one year ago and further the officials working on Surplus capacity has also been cancelled and they too were directed to report in the institutions from where they are drawing the salaries, beside non teaching staff in Education department has also been directed to report back to original place of posting.
Following the order, several DDOs today detached majority of the attached employees from key institutions like DIET, HSS Boys & Girls Kishtwar.
Meanwhile despite clear cut directions, Chief Medical Officer Kishtwar and Medical Superintendent at District Hospital Kishtwar fail to issue the detachment order of those working in CMO Office or at District Hospital Kishtwar or in other health institutions including that of doctors and paramedical staff of National Health Mission working in attachment capacities in town areas at the cost of health of the poor rural populace.
Despite the order issued by the Youth Services and Sports Department vide Order No. JD-YSS/J/368-78 Dated 3-7-2017 in response to Government Order No. 77 Edu (Tech) of 2018 Dated 3-07-2018 on cancelation of attachments in Youth Services & Sports Department, District Youth Services and Sports Officer Kishtwar fail to implement the order as no attachments were detached despite the lapse of three days.
Similar order was issued by Divisional Commissioner Jammu through Assistant Commissioner Central directing all the Deputy Commissioners of Jammu Division to detach all the employees working in revenue department on attachment bases.
An order was also issued for detachments in RDD, IWMP, Agriculture, Social Welfare, CAPD and other ailed departments, but no compliance report was received from these departments as well.
It is pertinent to mention that out of 35 attached teachers in Education Zone Drabshala, 31 area RRETs and ReTs, thus shows the highhandedness of the officials in education department who while toeing the line of politicians and influential makes these attachments of ReTs, the posts created by the government to fill the gaps in rural education sector.
Over 300 employees are alone said to be attached in Education Department while only around 150 such employees were detached till now when last reports came in. The people from Marwah and Dachhan informed that no attached employee was detached by ZEO Marwah in the area.
