Sham appreciates announcement of ULB, Panchayati elections

JAMMU, Sept 16: Stating that grass-root level democratic institutions are pivotal for transformation of rural areas in terms of development, the Congress leader exhorted upon the cadre to gear up for upcoming Panchayati and Municipality elections.
Addressing one day Block Congress workers meeting at Jourian today, Sham Lal Sharma said that participation of youth and women is imperative for ensuring their effective involvement in decision making at local levels. He exuded confidence that the sagacious voters would elect dedicated and public spirited representatives who would change the rural scenario by their innovative ideas.
The people of Jammu & Kashmir have made up their mind to participate in the forthcoming Local bodies and Panchayati elections in large number. He said that the people want that they should empowered at grass root level to enable to take up the issues related to their areas.The people feel that instead of approaching the state officials for their local problems, these elections will afford them the opportunity to undertake the developmental and other issues as per their requirement.
While taking dig on Boycott parties (NC & PDP), he said that these parties are against the empowerment of people at grass root level thereby murdering the ethics of democracy for their vested interest. He said that these self centered parties are interested to keep the powers with themselves as MLAs/Ministers and they aren't in favour of decentralising their powers to grass root level institutions.
Sharma appealed NC and PDP to reconsider their decision of boycotting ULB and Panchayati elections as these elections have direct bearing on the betterment of the people.
While hailing this move, he appealed to Governor and state administration to provide fool proof security to the candidates as well as to the people as the anti national elements will make all out efforts to disrupt these elections and will also threaten the people to create fear in the minds of innocent people.
Speaking on the occasion Madan Lal Sharma alleged the PDP-BJP leaders were busy "only in delivering sermons and repeating the often repeated hollow claims". "Unemployment was a huge challenge for the state and this problem contributes to the political uncertainty and unrest. Instead of taking concrete steps to provide means of livelihood to people, they neglected it completely". He said all the important projects of Jammu region are lying unattended, he added.
He said that the poll promises of BJP and PDP have proved to be mere bluffs and people are fed up with the policies and sheer opportunism of two parties. Both the parties took the extreme positions on most of the emotional issues and exploited their respective constituencies to the hilt, with a false and deceptive promise to keep each other out of power, if voted in strength. The people could not see through their tactical game plan and gave BJP an unprecedented strength in Jammu while PDP gained on these slogans in Kashmir.
He alleged that BJP has already surrendered and has no courage to raise a voice in the Government for the issue. The BJP has miserably failed in raking up the issues of Jammu and is not able to implement the resolution. The people of entire Jammu region have suffered due to the lack of governance, he added.
He said that the BJP PDP remained in power for more than 40 months and now being out of power they are passing the buck on amongst each other. He also said that people of Jammu are now fed up with their petty politics and will teach them a lesson in forth coming elections.
During his visit to Jourian was accorded grand reception in a shape of bike rally with more than 500 activist from Bomal to Jourian by the people of the area.
