ZEO Jourian attaches favourities against GAD orders

Jammu, Sept 16: Demeaning several orders/ circulars issued from time to time by the General Administration Department (GAD) and Education Department for the cancellation of attachments from offices, the Zonal education Officer (ZEO) Jourioan attached two more employees in his office.
If sources are to be believed, Zonal Education Officer (ZEO) Jourian-Madan Lal suppressed all the orders/ circular and issued a fresh order of attachments of his favourite teachers.
Attachment order in possession of Early Times reads that as per verbal orders of Chief Education Officer Jammu regarding this officer letter no ZEOJ/-18 daterd 1-09-2018 services of Pawan Kumar of Government Middle School Nazla Chak and Tarsem Singh of Middle school Jourian are hereby utilized in the office of the ZEO Jourian.
"Besides these two teachers there are three other teachers namely Rajeet Singh from Primary School Gurah Manhasan, Pardeep Kumar from Government Middle School Bakore, Darshan Singh class IV from Government Middle School Bakore are also attached at ZEO office Jourian", said sources.
The tale of attachment does not stopped here as the ZEO Jourian also attached certain teachers to outside department like Darshan Singh from Government Middle School Manchak to SDM office Akhnoor and Kuljit Singh from Primrary School Sajwal to Tehsil office Pargwal, said sources.
The government order clearly read that teachers who are on attachments their salary for the month July and subsequent months must be stooped but in ZEO office Jourian these illegally attached teachers enjoying all perks at the cost of poor students.
As per circular No. 22 -GAD of 2018 dated: 06 -07-2018 "with a view to ensuring smooth functioning of various departments/offices, the following instructions are hereby issued for compliance by all concerned i)
"The employees presently on attachment with their respective or other departments/offices shall be repatriated to their parent department/organization, with immediate effect. Any official who fails to join his parent department/organization after detachment, his salary shall be stopped from the month of July, 2018 by the concerned Drawing and Disbursing Officer (DDO), failing which the concerned DDO will be held responsible. In cases where continuation of an employee on attachment is warranted under exceptional circumstances, the department concerned shall process his case for approval of the concerned Advisor for extension in his period of attachment which shall not exceed more than six months", reads the circular.
The concerned Administrative Secretary while certifying compliance of the above directions shall submit a report in this regard the General Administration Department by 16.07.2018.
