Kathua, Sept 16: Even as the Modi government has completed four years in office, the schemes launched for welfare of the girl child have not reached the deserving candidates.
The Kasturba Gandhi Balika Vidayala that is not only victimized by previous state and union governments but also faced apathy of current ruling NDA government.
Kasturba Gandhi Balika Vidayala, KGBV, a boarding school facility for SC/ST, Girls from BPL and minority community hailing from far flung mountainous area who could not reach school for education and to enhance literacy rate of the tehsil/ family, was sanctioned in May 2007 at village Nahan Kalan, Lohai Malhar, with the aim to finish the construction work within months and to provide quality education, play ground, books, uniform, meals, hostel and many other such facilities to girls.
The former Director School Education Jammu inaugurated the foundation stone of the building with an assurance to start functioning from next session that would have apposite facilities of boarding school, with the aim to facilitate girls who could not reach school due to long distance, poverty and from nomadic families. As per assurance the construction work was started but stopped after fortnight of the beginning, the reason is still unknown after 11 years.
School Education department took initiated and started functioning school from a rented building which was not upto the mark. The KGBV could not achieve its vision as facilities were not sufficient which a boarding school must have resulting poor enrollment, insecurity among girls, worries among parents ,resentment among public and raising of many other political issues.
Bodh Raj, Sahil Singh and many others recently staged protest demonstration and criticized the shifting of school to High School Bajaoi. They lambasted on both state and union government and pointed out that functioning of school from a government high school. They added that the government should restart the construction work of the school and provide building to girls rather than shifting/ clubbing with co-educated High school Bajaoi that has its own enrollment, staffs and limited facility. They appealed to provide apposite facility than to destroy the future of poor girls as shifting of school is not the permanent solution of KGBV. People resented that shifting of school means shut down the KGBV as why do students get admission in KGBV if they have option of high school in same building, the enrollment in KGBV would get decline soon.
Hakumat Singh, I/c Head master HS Bajoi informed that Chief Education Officer Kathua recently ordered of providing accommodation to the KGBV and 4 rooms has been provided soon but boarding school facilities could not be provided due to shortage of water supply, unavailability of boundary wall resulting insecurity for girls. The officer added that the sanitation facility is also not upto the mark.
When contacted to Chief Education Officer Kathua, the officer disclosed that 30 lakhs rupees were tendered at the time of beginning of construction work, the contractor left the work in midst, now due to inflation, remaining work needs 70 lakhs for completion. The officer informed that the department has sent proposal to concerned funding authority, let's see what will be the response of the authority.
