Early Times Report

Jammu, Sept 30: The Chief Education Officer (CEO) Pulwama makes mockery of governor direction on 'cancellation of attachment' as the officer detaches teachers only in papers but at ground all attached teachers still working at their office.
Sources insider informed Early Times that some blue-eyed teachers, masters and Headmasters of the district still enjoying attachment at CEO, ZEOs offices despite clear direction of government to de-attach all teaching staff who are working in said offices in different capacities. "Mohd Yaseen (Headmaster) actual place of posting at ZEPO office Kakapora, Nasir Ahmed (Master) and Ayaz Ahmed (Master) actual place of posting at Zone Tral and Tariq Ahmed (teacher) actual place of posting at zone Tabh, made their attachment at CEO, ZEO offices for the last few years. All these teaching staff withdrawing salaries from schools or offices where they were posted in original", sources said.
The government had issued circular on July 02, 2018 directing all administrative secretaries to cancel attachment of officers/officials. Many departments de-attached the attached employees and sent them to original places but astoundingly some officials of School Education department are reluctant to implement the order.
The Chief Education Officer (CEO) Pulwama seems reluctant to detach these attached officials who are posted at different zones but presently serving their duty at CEO office.
Sources said, "It is disrespect to governor, despite the fact during governor's rule most of the departments have detached all attached officials/officers, but it is very strange the officer didn't paid any heed yet not relieve the attached staff". Sources further said that such type of practice goes on in a most insidious way as the teachers on papers are shown discharging duties in schools while in actual they remain present in District, Zonal offices. The government needs to be made aware about how the government schools are deliberately drained by some officials of the department. CEO Pulwama & Director School Education Kashmir were not available for comments despite repeated calls.
