Executive Engineer R&B Chadoora trashes directions of Governor's advisor, Chief Engineer
Says he is not bound to follow suit, makes people to suffer

SRINAGAR, Oct 4: An Executive Engineer of Roads and Buildings (R&B) department has virtually trashed the directions of one of the advisors of Governor Satya Pal Malik and also his own boss with respect to macadamization of one of the areas of summer capital of state.
Executive Engineer R&B Chadoora division, Mufti Imran is showing no respect to the directions issued by his boss and Chief Engineer, R&B Kashmir, Sami Arif as regards to macadamization of an area in Srinagar district. Arif had directed the Executive Engineer to invite tenders for macadamization of three fourths of a kilometer of Usmaniya Colony, Gouripora-Sanat Nagar.
Instead of following the directions of Chief Engineer, the Executive Engineer told a group of residents of the area that he is not bound to follow the same and he has to first ensure safety of his own chair. He also said that his boss does not about the total length that has to be macadamized.
"It is no less than an irony that an Executive Engineer is not following the directions of his own boss. This gives a message that Chief Engineer is sub-servant of Executive Engineer and not vice-versa. At the end of the day the people are suffering and there is no end to the same," said the residents while sharing views with Early Times.
The residents of the area had approached Khurshid Ahmad Ganai, advisor to Governor Satya Pal Malik with an application in August this year seeking macadamization of Usmaniya Colony. In the application the residents said that their colony was left unattended by R&B department and no macadamization was done by the department last year.
"In the last year drainage work was taken up by the Srinagar Municipal Corporation (SMC) in our locality and also in the Green Land colony. Once the work was completed we approached the R&B office with a plea that the area should be macadamized. The department said that since drains have been constructed it would not be prudent to carry out macadamization," said the residents.
The residents said that they were ditched and deceived by the department since they carried out macadamization of Green Land Colony and left out the Usmaniya Colony. They said that due to the pressure from some influential people the Green Land colony was macadamized with the people of Usmaniya Colony left to feel the heat.
"This year we moved the application on August 1 and the Governor's advisor issued directions to the chief engineer to take up the macadamization at the earliest. For the last two months we have been running from pillar to post so that our grievance is redressed. However, the dictatorial attitude of Executive Engineer is ensuring that no macadamization takes place," said the residents.
The residents said that it took them two months to motivate the chief engineer that the area to be macadamized is not more than three fourths of a kilometer. They said the chief engineer told them he has asked the Executive Engineer, Chadoora division to invite tenders with the condition that just three fourths of a kilometer would be macadamized and not more than that.
"We were shocked when the Executive Engineer told us that he is not bound to follow directions of the Chief Engineer. The Executive Engineer said that area to be macadamized is more than two kilometers and that the Chief Engineer does not know anything. This is sheer arrogance and the officer needs to be accounted for all this," said the residents.
The residents alleged that the Executive Engineer wants to mint money by exaggerating the estimate and the money to be paid to the contractor as and when the tender is allotted. They said that Executive Engineer wasted no time and ensured macadamization of Jeelanabad-Peerbagh area where he lives without any fail that too without any invitation of tenders.
