Early Times Report
KISHTWAR, Oct 4: In a brazen violation of the Model Code of Conduct (MCC) which is in vogue in J&K in the wake of upcoming municipal and Panchayat polls, the district administration of Kishtwar has failed to remove the hoardings installed by the previous government at various places across the district.
Several big hoardings remain installed at the main entrance of District Office Complex Kishtwar that also holds the office of Deputy Commissioner Kishtwar who is also District Election Officer Kishtwar having the responsibility of conducting free and fair elections in the district.
Even though the PDP-BJP coalition government fell apart around four months ago, the grand hoardings remain installed at several places on 3 km road from Malipath Chowk to Kuleed Chowk and up to DC Office Complex.
The hoardings installed outside Dak Banglow Kishtwar highlight the Rs. 15190 crore funds allocated for agriculture feeders which include Rs. 69 crore allocation for J&K. These hoardings carry the photograph of Prime Minister Modi and also highlight the centrally sponsored scheme Deen Dayal Upadhyaya Gram Jyoti Yogna.
Beside PM hoarding, there is also a grand hoarding with picture of Sunil Sharma, former Power Minister, along with photographs of MLA Doda Shakti Parihar, MLA Ramban Neelam Langeh and MLA Bhaderwah Dalip Singh Parihar with the courtesy of District Health Society Kishtwar and R&B Division Kishtwar that welcomes MLA Doda Shakti Parihar who was MoS R&B before the breakup of PDP-BJP government.
Not only along the main route, bunch of hoardings were also installed under the nose of Deputy Commissioner Kishtwar as well as District Election Cell Kishtwar to which both DC Kishtwar Angrez Singh Rana as well as officials posted at District Election Cell Kishtwar including Deputy Election Officer, Returning Officer Rishi Sharma (SDM Padder), ACD Kishtwar Anil Kumar Chandail, DPO Kishtwar Sunil Butyal and District Social Welfare Officer Kishtwar Mohsin Raza Ahanger whose offices are located in the same complex have turned a blind eye, in breach of the MCC.
The hoarding of MLA Kishtwar as Transport Minister installed by Motor Vehicle Department welcomes the people at the main gate of DC Office Complex at the location which remains in front of all those vehicles that enters inside DC Office Complex Kishtwar and to utter surprise DC Kishtwar and others let the same to go as DC Kishtwar is considered close to MLA Kishtwar as well as to local MP as he (DC Kishtwar) was directly posted as DC Kishtwar from ADC Ramban with the clear political blessing.
Similarly a grand hoarding with the message of former ministers Sham Lal Chowdhary and Farooq Indrabi stands installed inside the premises of BDO Office Kishtwar with the courtesy of PHE, I&FC Department Kishtwar.
Beside these hoardings PM Hoarding highlighting the massage of IPDS sanctioned project of Rs. 468 Crore for providing reliable and quality Power Supply to cities of Jammu and Kashmir. The hoarding of former Health Minister Bali Baghat highlighting the achievements of Health Department also welcome the people outside DC Office complex along with bunch of other hoardings.
Speaking to Early Times several candidates contesting Urban Local Bodies blamed the BJP for using men and machinery to influence the polling process and voters in Kishtwar. They called for fixing of responsibility on the guilty officials who are misusing official position to influence the voters during elections. They also called for major revamp in administration before the first phase of Panchayat election begins in Kishtwar.
It is pertinent to mention that 53 candidates including 16 females were in fray for 13 municipality wards of Kishtwar. Later three candidates withdrew their nomination in favour of Independent candidates from Ward No. 8 Shahid Hussain Kripak. One each candidate also withdrew their nomination papers from ward No. 2 and ward No. 10.
