Draft Action Plan on Solid Waste Management
Govt seeks feedback but where to send it?

srinagar, Oct 30: Recently Government through Housing & Urban Development Department (HUDD) had sought suggestions/views of the stakeholders on State Policy on Solid Waste Management Strategy, 2017 and Draft Action Plan for Municipal Solid Waste Management J&K, 2018, but the stakeholders allege that no address details / email has been provided by the Government for ensuring that more and more people send their suggestions and feedback to Government.
Details available with Early Times reveal that a notification was issued HUDD the state government on Oct 4th wherein the Draft Action Plan for Municipal Solid Waste Management J&K-2018 stating that the public at large and the concerned stakeholders are requested to visit the department's website and furnish suggestions/comments within 30 days, so that the Action Plan is finalized. " I am not able to find any address or email ID after opening the draft action from HUDD website , where shall I send my comments," said Zahid Bashir a PHD scholar in environmental studies.
Pertinently J&K High Court on Monday directed state government to submit status report on draft action plan for Solid Waste Management (SWM) bylaws.
The directions from the division bench of Justice Ali Mohammad Magrey and Justice Sanjeev Kumar came after the counsel of petitioner Shafqat Nazir told the court that public feedback sought by the state on draft byelaws was published in low circulated newspapers with no official address of the feedback receiving officer or his email id.
Senior Additional Advocate General (AAG), B A Dar informed court that a meeting as directed by the court vide its order dated 17.9.18 had been convened under the chairmanship of Chief Secretary of the state and the draft Action Plan about SWM bylaws has been forwarded to Secretary Tourism for seeking suggestions from general public.
Dar added that for seeking suggestions to SWM bylaws, information was published in various newspapers to which petitioner counsel stated that information was published in low circulating newspapers.
On hearing this, the court directed for status of whole process to be submitted on next hearing. During the previous hearing High court had asked state government to examine the Solid Waste Management bylaws (SWM bylaws) of other states of the country and had asked if the SWM bylaws require to be notified by the government in accordance with the provisions of the Environment Protection law.
High Court division bench also directed Srinagar Municipal Corporation (SMC) to file an affidavit vis a vis management of Solid Waste in the Srinagar city.
