RDD releasing funds for hoardings with hidden agenda

Jammu, Oct 30: Despite hectic efforts by Governor Satya Pal Malik to streamline derailed governance in the state, the Rural Development Department (RDD) is releasing huge funds for blocks, in violation of the Model Code of Conduct ahead of Panchayat Polls, reportedly to serve the hidden agenda of BJP.
"Nowadays ACD and block offices in state are flooded with hoarding and flexes regarding funds under 14th FC and other schemes. It's a grave violation of MCC, and the Chief Electoral Officer (CEO) should immediately take cognizance of this scandalous move of the department", said a senior bureaucrat whishing not to be named.
Process of release of funds for Panchayats begun some days ago, and it is contrary to guide lines of the MCC. "Poonch block to get Rs 1282.81 lakh to be released for year 2019-20", a message on the hoarding issued by BDO Poonch reads.
Another hoarding issued by the BDO Banihal in district Ramban reads that under 14th FC and MGNREGA, the block will get Rs 222.81 lakh. Similarly, another hoard issued by ACD, Ramban reveals that the district will get around Rs 75 crores for year 2019-20. "The district will get Rs 2600.82 lakh under 14FC and Rs 4891.26 lakh under MGNREGA", the hoarding revealed.
Sources said the violation of MCC is not taking place in Poonch and Ramban alone, it is happening in the entire state. Governor Malik, who recently exposed various scandals during an interview with a TV channel "should go further and immediately order a probe into 'mysterious' hoardings that appeared after imposition of MCC, raising question mark over the authority of CEO", sources said.
Smelling a rat in the 'appeals' issued in the mysterious hoarding, sources said that the RDD has boldly mentioned, "Vote for the change you want". It reflects the hidden motive behind untimely release of funds for Panchayats. "Why lakhs of rupees have been spent in hush-hush manner. The anti-graft agencies, especially, the CVC should take cognizance of misuse of funds", sources added.
CEO, J&K Shaleen Kabra was not available for his comment.
