Snow clearance under MGNREGA: Mere empty recurring!

Srinagar, Nov 4 : More than a year back, the Government mulled undertaking snow clearance under MGNREGA with Centre, but the proposal has remained on paper only as for the last 3 days, not even a single work has been executed in any of the hilly districts of state which have experienced heavy snowfall and roads are closed.
During January 2017, when heavy snowfall took place in Kashmir valley and parts of Doda and Kishtwar areas , the roads were cleared only after days and weeks as there was dearth of snow clearance machines. At several places where JCBs were put into service they damaged the blacktopped roads.
The matter had been taken at highest level and former Minister for Rural Development and Panchayati Raj had visited New Delhi in this regard around June 2017. The Union Minister was informed that J&K government had already sent a proposal in this regard to Union Government that in the wake of heavy snowfall during winters, the life in the valley and parts of Jammu especially in rural areas comes to standstill leaving most of the rural labourers jobless for many months. He said including snow clearance under MGNREGA will not only provide jobs to valley youth, but would also result in early road clearances. Early Times had filed a detailed report on this on the issue on June 23, 2017.
Pertinently snow cutters hardly reach rural areas and hence rural areas remain cut off from the urban areas for a long time. The snow clearance under MGNREGA will lessen the burden on other departments and roads will be cleared quickly to allow essential supplies to the villages during harsh winters.
The Union Minister for Rural Development had assured RDD Minister that the Union Government will consider the request of the state government and effective measures will be taken in this regard before the onset of winter. "The snow clearance work under MGNREGA was not undertaken in 2017-18 winter and now another winter season has approached and snow is yet to be cleared from upper reaches of Kishtwar , Doda & other areas. The Rural Development Department (RDD) is yet to initiate the work of snow clearance, this makes it clear that Govt is making mere hollow promises with people" said Molvi Mukhtar Alam from Thathri Kishtwar.
