Irrigation Department spends crores on underutilized schemes

Jammu, Nov 4: Blame it on the lack of proper planning before execution by the Irrigation Department, many irrigation schemes remained underutilized after their completion despite spending crores.
Sources told Early Times that Nalla Khul scheme in Nowshera was augmented by the department with Irrigation Potential of 30 hectares in 2010. Initially the scheme remained incomplete for years due to land dispute but after its completion only 10 hectares was utilized against the creation of Irrigation Potential of 30 hectares.
"Similarly Janiar Bowli Khul in Poonch district which was envisaged with Irrigation Potential of 170 hectares but astonishingly only 2 hectares could be utilized and damages at head work site were not allowed to be restored by the local residents who apprehended damages to their fields. Later after resentment of the locals, the Janiar Bowli khul scheme was closed and a new project with envisaged irrigation potential of 80 hectares was initiated at an estimated cost of Rs 1 crore. Irrigation Potential of 20 hectares was created, but utilized only 1 hectare after incurring expenditure of Rs 40 lakh," they informed.
They further informed that Boila Khul in Poonch was envisaged with Irrigation Potential of 48 hectares but actually utilized 3 hectares. No further development in the matter was made. Similarly Raitla Khul was envisaged with Irrigation Potential of 52 hectares but its utilization remained nil. Moreover, after completion of Raitla Khul, the scheme was taken up for improvement in 2014-15 at an estimated cost of Rs 5 lakh and after expenditure of Rs 1 lakh out of created IP of 52 hectares, utilization was 29 hectares.
The fate of the Karthai Khul in Kishtwar was not different from the others as the scheme was envisaged with Irrigation Potential of 156 hectares also remained under-utilized. The khul was damaged due to flash floods.
