Scores of doctors waiting for promotions; Transfer policy on papers only

SRINAGAR, Nov 21: With the transfer policy confined to papers only; scores of doctors have over stayed at their places of postings. According to sources, in the mid of 2015, many doctors were given one promotion and accordingly they were transferred all across the state.
The then Health and Medical Education Ministry had ordered various transfers and postings of doctors in State Health Department with immediate effect, said sources.
"There are dozens of doctors in Jammu and Kashmir, who are eagerly waiting for their promotions, and some of them are retiring from their services in the coming months", said sources.
Sources said that though the transfer policy says that, if any gazetted officer/officers above the first gazette level up to the level of deputy director, health services/CMO/A-Grade/B-grade specialist and equivalent post, minister in charge is the authority to delegate all or any of the power to the minister of state and or administrative secretary can transfer the employee.
Interestingly the minimum tenure of a government employee on a post shall be two years and maximum three years, adding but there are score of doctors who have almost completed three years at the same post, said sources.
There are people at the helm of affairs who don't want to transfer certain doctors because of some interests or personal affairs, but due to that the career of others gets ruined, sources observed.
They said that many doctors were not touched and were not even considered for transfers. Even if they were transferred to the far flung areas, the orders got revoked within no time, because either they don't want to serve the people in these areas, or their clinical practices get stopped.
The higher authorities have adopted the transfer policy in the interest of patient care and to address the shortage of doctors in far-flung areas, but it has been shelved and is confined to papers only and with the reason both the departments suffer badly, sources told ET.
Sources said that from past many years, there are dozens of doctors who have not even transferred by the Governor administration, and people believe that politics has again played its role of favoritism, and one can imagine that transfer policy has remained confined to paper only.
