11/26/2018 9:55:51 PM

Early Times Report
Rajouri, Nov 26: CEO has changed the scheduled date of polling for Panchyat Halqa Rajal-A in in Nowshera block of Rajouri district. The decision was taken after the nomination papers filed by woman candidate for the Panch constituency were found correct by the Chief Electoral Officer (CEO) J&K on her complaint alleging that her candidature was rejected by the returning officer (RO) during scrutiny.
The polling for Rajal-A Panchyat Halqa was earlier scheduled for November 29 and as per new notification vide CEO office dated 26/11/2018 the polling now will be held on December 8.
According to notification one Gurjeet Kour w/o Harnam Singh resident of ward No. 2 Dhallian (in Rajal panchayat) had filed her nomination for election to SC reserved (for woman) Panch constituency for ward No.2, but on the date of scrutiny her nomination papers were rejected by the Returning Officer and annoyed over RO's decision, she filed a complaint before the Election Authority.
After going through her nomination papers, CEO, Shaleen Kabra vide his office order dated 25/11/2019 found her nomination genuine. He was also of the view that such improper rejection has resulted in vitiation of election process from the date of scrutiny onwards for the panch constituency.
Chief Electoral Officer (CEO) J&K, under section 36 of J&K Panchayati Raj Act,1989 (read with rule 8 of the Panchayati Raj Act 1996) , has re-notified dates to the election of panch in respect of the ward No.2 Dahlian (Panchayat Halqa Rajal-A).
Now scrutiny of the papers will be held on November 26, November 28 has been fixed for the withdrawal of candidature and on December 8 polling will take place for the entire Rajal-A Panchayat Halqa.
