Early Times Report

SRINAGAR, Nov 26: The state government seems to be following different parameters when it comes to taking action against doctors who are found violating the rules and regulations.
Some months back the people at helm removed then Director Sher-I-Kashmir Institute of Medical Sciences (SKIMS) Soura, Dr. Abdul Gani Ahangar after it was found that he did not act against the doctors who were found carrying out private practice despite a ban on the same.
Dr. Ahangar's complicity in the case cost him his job and on the other side a principal of health institution continues to hold his job despite practicing privately at his clinic located in a posh area of Srinagar, the summer capital of Jammu & Kashmir.
Couple of months back Principal Government Dental College (GDC) Srinagar, Dr. Reyaz Farooq was caught red handed while carrying out private practice at his clinic.
Although most of the people know that Dr. Reyaz carries out the private practice, but still then a local video cum news portal carried out a sting operation in this regard.
The video captured had gone viral on social media network with people demanding action against Principal GDC Srinagar. Not to talk of taking action the people at helm did not even bother to order a probe in the matter so that truth comes out. With no action taken against him Dr. Reyaz continues to trample laid down rules and regulations.
Despite the fact that there is a clear rule that no Principal (even if he or she is in-charge) of medical college, dental college, medical superintendent and chief medical officer can carry out private practice the Principal GDC Srinagar has been doing the same for years now.
Dr. Reyaz draws a fat salary of Rs. 2, 59,000 per month but still then his belly remains half empty. He has been virtually 'looting' the patients at his clinic on one pretext or another. In most of the cases patients are forced to change the doctor since they opine that Principal GDC Srinagar is 'incompetent'.
The Principal GDC Srinagar has been virtually giving a damn to the directions issued by the government from time to time. Despite the lapse of many months he has failed to initiate the process of filling some vacancies thus hampering the functioning of dental college and hospital.
"Dr. Reyaz was asked by the government to fill vacancies like Dental Technician, Theatre Technician and Nursing Assistant so that the functioning of hospital is not affected. However, the directions were not followed by the Principal and as on date the positions continue to be vacant," said sources while sharing details to Early Times. Dr. Reyaz was appointed as in-charge Principal GDC Srinagar in 2004 by then PDP-Congress government in the state. Supreme Court's directive that a person can remain as in-charge Principal for one year has also been flouted at GDC Srinagar since Dr. Reyaz is in-charge Principal for the last 14 years now.
It would be in place to mention here that the students at GDC Srinagar carried out strike for many weeks in March this year after a faculty member slapped a post graduate student. Although, the students demanded removal of Dr. Reyaz no such step was taken thus leading to more alienation between the students and the college management.
