Rs 1.50 lakh illegally withdrawn from account of UPS Cheera

JAMMU, Dec 2: In a shocking incident of open theft of money meant for the welfare of the schools, some miscreants believed to be the employees of education department with active support of some officials illegally withdrew an amount of Rs 1.50 lacs from the account of Upper Primary School (UPS) Cheera in Education Zone of Thatri in Doda District last year and even after one year, the authorities at the helm of the affairs failed either to register an FIR in this regard or managed to recover the said amount from the accused involved in open loot in the Education department.
As per the details available with Early Times, on 15 September 2017 vide invoice No. UPS/C 378 an amount of Rs 1.50 lakh was withdrawn from the account of Upper Primary School Cheera in favour of Labour supplier Mohammad Ashraf for the construction of school building by the then ZEO namely Ram Rakha.
The sources said that in the month of November 2017, ZEO Ram Rakha got transferred and the drawing and disbursing power was given to Principal Girls HSS Thathri added that when the culprits saw no other alternative to draw the rest of the money without further construction, they managed to get the Office copy of the invoice vide No 378 dated 15-9-2017 from ZEO Office with the help of the some officials concerned and the culprits involved in withdrawing the amount fraudulently tampered the month, the date of the invoice and converted 9 into 12 and the invoice No 378 into 878.
The sources said that moving further ahead with their ulterior motives, the culprits put the stamp of ZEO on the invoice and counter signed it fraudulently by putting the fake signatures of the Principal and managed to draw Rs 1.50 lakh from the account of UPS Cheera without the knowledge of the Headmaster.
The sources said that one year has passed, but both the ZEO Thathri and CEO Doda have failed to even lodge an FIR against the culprits added that there are chances that money from other schools meant for constructions and school maintenance grants could also have been drawn by using similar tactics & the mute behavior of the CEO Doda and ZEO Thathri on this heinous crime raises many questions and doubts over the functioning of education department in Doda District.
