Jammu, Dec 2: Even as hundreds of NET, SET qualified and PhDs aspirants have been waiting for an opening in college education and universities, a strong section of bureaucracy is allegedly pushing for enhancement in the retirement age of the faculty drawing flak from unemployed who have been yearning for placement for years.
Officials said the proposal for enhancement of retirement age is going to block the posts and delay the chances for recruitment of the unemployed ageing candidates, some of whom are about to cross the age limit for entry in to government services.
Sources said most of the existing senior faculty in colleges and universities do not do much of work except gossip. A lady in the group talking in Dogri-Punjabi Mix appeared to be very bitter about the role of the senior college faculty said, "Bhoodi Godhi Lal Lagam' Waali faculty Kakh Vi Nai Kerdi Hein college Aa Kay, Evein He gup Shup Mein Din Guzarti Hei Yeh". (They do not take any class and instead while away in gossip.)"
The job aspirants for such posts alleged that the ageing faculty is a liability on the college education and universities are no exception.
"Enhancing the retirement age will be a disaster for the higher education department as well as the unemployed post graduates and PhDs," admitted a senior official in the Higher Education department.
"The state colleges are already suffering due to the allegedly unprofessional attitude and lack of work ethics on part of the senior professors, who spend most of their time either in staff rooms, or in the college canteens," the official added on the condition of anonymity.
Some of the youth who are working as contractual said: "We are compelled to take the classes allotted to the senior faculty as non-compliance would invite termination of our contracts."
"The major burden, be it teaching, evaluation, examination duty or other college activities is handled by the junior faculty," said one of the aspirants for the post of professor adding "Junior faculty and contractual faculty despite their hard work are harassed and exploited by the senior faculty. "
Citing an example the contractual teachers said recently answer scripts were outsourced to the contractual lecturers by the senior faculty in Kashmir.
The state has already done a lot of injustice by re-employing the retired College teachers as officers in the newly formed Cluster Universities of the state, which has further diminished the scope for new job opportunities for the unemployed as well as the junior faculty to prove their mettle as people at the helm of affairs are not well versed with the education system, lamented the group.
In addition to this, many senior professors who are on the verge of retirement, who have not even been appointed by the J&K PSC but rather were adjusted via backdoor, are also seen campaigning for enhancement of retirement age.
An Associate Professor in a degree college draws around Rs2 lakh salary which could fetch for 4 Assistant Professors or 10 contractual Lecturers, argued the unemployed group.
"In a state where private sector offers very little to the unemployed, enhancing the retirement age is inhuman," lamented the group. The group urged the Governor SP Malik to turn down any proposal seeking enhancement of retirement of college or university teachers keeping in view the obtaining situation.
"Instead on enhancing the age, the government should think of improving the infrastructure within the colleges. The state colleges lack the basic amenities like Libraries, Electricity, Labs, Smart Classes, Heating arrangement etc," the group said.
When contacted a senior official in Higher Education department said the lobbying was on by a group of "influential professors." "Raj Bhawan will take the final call," he said.
