Early Times Report

Kathua, Dec 6: People hailing from 4 hilly panchayats in Billawar tehsil today lost patience and held demonstrations against PHE department as Union government sanctioned Rs 276.34 Crore under Guddu Falal Scheme in 1982 to provide PHE water to them remains confined to papers to this day.
Many XEns got transferred or achieved retirement in these 36 years but all ignored the project or got involved in the scam in one way or the other. Pertinently, centre Government launched a scheme namely WSS Guddu Falal in the year of 1982, in which 276.34 crore were sanctioned and allocated to provide PHE water supply in Panchayats Batodi, Lahri, Dhanu Parole and Guddu Falal. District PHE department provided few water pipes and left the project in midst and made several excuses for the pending work. Ironically, officials submitted a Physical and Financial Progress report for the year 2013 ending 3/2014 under NRDWP coverage and reported that the project work had been 100% finished and water supply was being given to beneficiaries. Deep Kumar, Tara Chand informed that the scheme was launched with an object to faciliate the public, funds were released on time, the project work was started, people carried dozens of water supply pipes at proper place but nobody knew what happened when the work was stopped.
People appealed J&K Governor Satya Paul Malik to intervene into the matter and get the scam probed by vigilance on priority basis. They threatened agitation against PHE and state government if their problem was not redressed on priority basis.
