A Remarkable Finance Budget

The Governor Satya Pal Malik is wise enough to play his role effectively. He was under an obligation to get the Finance Budget of the state for the year 2019-2020 passed during the Governor's Rule period as the same was going to expire on December 19 as the state of Jammu and Kashmir was placed under the Governor's Rule on June, 20 this year after BJP withdrew its support from the Coalition Government led by the Chief Minister Mehbooba Mufti. Malik Sahib imparted the strict instructions to his administration to accomplish the job well in time with the clear cut directions that the Finance Budget this time should be novel one thereby giving the major thrust the overall development horizon as also the improving of the systems as vibrant ones in order to give the positive returns to the masses.
He categorically directed that the Finance Budget this should be a novel one in the sense that it should be based upon two major key principles-Mission Delivery Development and Mission Good Governance for the ultimate building of the Infrastructures, Institutions and very important task of setting up of the fool proof system of governance in the state where there remains no major space for the corruption and the favoritism and the nepotism which remained in the past more than six decades or so. Complying with the directions imparted by the Governor Satya Pal Malik, a team of good officers of the Finance Department worked day and night and came out with a nice piece of Financial document which is a novel one indeed and was approved in the meeting of the SAC presided over by the Governor Satya Pal Malik on December 15.
The salient feature of the Finance Budget is that there is no proposal of new tax as also there is no change in the existing tax structure of the state. Rupees 88911 crores worth Finance Budget of the state for the year 2019-20 is really an infra development related budget which would certainly give a big boost to the overall development of the infra structure in this backward state.
During the year 2018-19, the Finance Budget of the state was to the order of Rupees 80313 crores ( as projected ) which according to the Revised estimates went up to Rupees 89467 crores and against the projected budget deficit of Rupees 9673 crores, the budget deficit rose to 19529 crores. This time the fiscal deficit is kept at Rupees 13996 crores. This time the Governor Administration has taken the drastic measures to establish the Panchayat Raj System on the sound financial lines as also to hold the Panchayat and Urban Local Bodies elections in the state of Jammu and Kashmir which were pending since long resulting which the State Government was loosing the financial aid of 5000 crores rupees of every year and in all it had already lost more than 50000 crores of rupees up to this time. The elections to these bodies were held very recently successfully without any killing despite of many threats from the Separatists, Terrorists and Huriayat Amalgamation.
For restoring the exact character of the Panchayats and the URLBs, the credit goes to the Governor Satya Pal Malik for holding of the Panchayat and election Urban Local Bodies in the state despite of the Poll boycott of the National Conference and PDP. Under the Panchayat Raj system the State Government shall provide the employment opportunity to 1000 Accounts Assistants to manage the accounting system in the Panchayts across the state.
In the instant Budget provision of opening of 40 new degree colleges has been kept as also to equip them with latest infrastructure and manpower. In health sector, 5 new Medical Colleges would be established and Rupees 350 crores have been kept for the same for building of their infrastructure. Rupees 100 crores have been kept for the machinery required. For two AIIMS, Rupees 83crores have been kept for their land acquisitions. for Rupees 5 crores have been kept land requirement of 5 new medical colleges. Rupees one crore has been kept for Red Cross House. About 1000 Doctors shall be recruited to remove the scarcity of the doctors in the state. Almost all other sectors have been given the preference for providing them with the requisite funds for running their affairs effectively in delivering the goods to the masses at large.
When one sees the instant Finance Budget at a glance, he / she draws a very good impression because of the reason that it is a balanced budget indeed. In the Finance Budget of a political government, there remains always a scope of the various discriminations in respect of the area wise population dynasty and the political affiliations with ruling click.
Such like things one can't find in the Finance Budget passed and approved by the Governor Administration because of the reason that it is not biased and always has the principle of equity in mind. In depth analysis of the Finance Budget for the year 2019-2020 reveals that the salaries of the employees (administrative cost) and the pensions part (27%) is being taken care of by the outcome of the Capital Receipts and the Own taxes (31%) and rest all 73% as the receipts from the central grants, share of central taxes and non tax receipts are being deployed for the overall development of the state.
It is pertinent to mention here that while finalizing the budget this year, there was not a question of liking and the disliking ( as usually happens in the political government ) in keeping the provisions of funding for the various sectors and the projects in the state. Really it is remarkable budget indeed as the same stands prepared on the systematic and scientific lines and parameters. With this Finance Budget, the state shall have the balanced growth of all the sectors of infrastructural development in all the regions of the state as there was no biased approach of the State administration. To put the record straight, the credit goes to the Governor Satya Pal Malik who showed the keen interests on this score. His dynamic approach and the sharpness in taking the fast decision are really appreciable which will go a long way in the development and the ultimate stability of the state of Jammu and Kashmir.
If one draws an impression about the Budget, it certainly appears as a people friendly Budget in which there is not any sort of proposal for imposing new tax. In order to give new boost to industrial enterprises, the Government wants
