kishtwar, Dec 23: In a bizarre attempt to undermine RTI act, Rural Development Department in Kishtwar District has demanded Rs. 98000 as Xerox charges for providing the information to the RTI applicant .
As per the details available with ET, a BDO in Kishtwar District in a letter No . 975, Dated 20-11-2018 asked the RTI applicants to deposit Rs. 98000 in the official account No. SG-5591-GIC as cost of printing/Photostat charges, etc added that the actual fees shall be calculated at the time of handing over of the information and the amount received in excess or less shall be refunded or collected at that time.
The RTI applicant told ET that the information demanded by them can be provided in less than 100 pages and added that unreasonable amount demanded by the RDD Department clearly reflects the negative approach of the department and its officers towards RTI act.
Meanwhile the Ombudsmen MGNREGA took cognizance of prevailing corruption in the department and sought detailed report from ACD Kishtwar and others within a week. He also directed ACD Kishtwar to look into the matter personally and take appropriate action in the matter in accordance with the MGNREGA guidelines and state government rules .
It is pertinent to mention that the corruption in the RDD in the state of J&K is nothing new and many employees working in the department, particularly the employees associated with centrally sponsored scheme MGNREGA had turned millionaires through fraudulent means.
ET in its report in the month of September 2018 highlighted how the office of the ACD Kishtwar had become a den of corruption and exposed deep rooted nexus between the lower rung employees and higher officials of the department.
The sources privy to the development told the Early Times that how Assistant Director Planning who is posted in the said office since last nearly five years has been assigned the duty of keeping the track of illegal collections and distribution of bounty.
Even SVO registered FIRs against senior RDD Officials in purchase of Tree guards, Sign Boards, Dustbins, plants, back door appointments but the accused are still roaming free and Kishtwar District is not different to it as corruption is still going on unchecked at highest level in the District and the investigating agency even did not bother to visit Kishtwar for investigating the case registered by them.
