JK sports may run on PPP mode

SRINAGAR, Dec 25: The draft of the new sports policy framed by the government emphasizes on the promotion of women athletes and public-private partnership (PPP) for development of sports across the board.
The draft of the policy has been prepared by JK Sports Council.
Emphasizing the promotion of female athletes, the policy's draft says that equal opportunities shall be provided to women in the field of sports. "Women sports are being organized at block, district, and state level. Women teams also participate in various games in national competitions. Every year 15 best sports women shall be honoured and rewarded with Madr-i Meharban sports award for winning medals in national competitions," the draft reads.
The policy emphasizes that it would be made compulsory for each student to pursue at least one sport up to the school level. The policy says that public private partnership is most significant criteria for continued growth of sports activities in the J&K. "In order to meet such demands, various PPPs are being promoted for implementation of infrastructure projects" the draft reads.
It also calls for strengthening of infrastructure and facilities in the state. "Provide play fields in each habitation covering selected disciplines in each block to have playing facilities. Provide sports infrastructure for creating opportunity for the people to pursue games of their choices," all these measures the policy says will overcome inadequate sports infrastructure in the state.
An official of JK Youth Services and Sports said that lack of sports infrastructure has been affecting the performance of players. "The existing play fields are also in bad shape. Only few grounds have drainage system," the official said.
Jammu and Kashmir has only 137 play fields against the requirement of 2500. "There is also dearth of trained coaches. Our youth are talented but are not getting proper training due to lack of play fields, coaches and other requirements," the official said.
However, the policy says that system shall be devised to make sports officers and coaches accountable. "The Sports Department shall issue annual calendar of activities ahead of the start of new financial year, which are required to be carried out by coaches and sports officers. Targets shall be fixed for every sports officer and coach and their performance shall be evaluated accordingly," the draft reads. It also says that government shall ensure that the sports officers' posts are included in the J&K State Allied Services, and sports officers shall be selected through J&K Public Service Commission in consultation with J&K State Sports Council. The sportsmen having sports background may be preferred in the selection, it adds.
