PW (R&B) Department sits on macadam liability of Rs 900 Cr
Contractors showing reluctance to take up works

Jammu, Dec 27: The continuing lackadaisical approach of the Public Works (Road and Building) Department to clear off the pending payment bills of macadamisation, the liability towards contractors has gone up to Rs 900 Cr for the works which were done in last three years.
Sources told Early Times that although the macadam work was carried out in speedy way across the State in last three years but the agencies, contractors which were engaged to do this job were not given their payments and now the total outstanding has gone up to Rs 975 crore and the department seems helpless to clear off the bills due to non availability of funds.
The officials in the PW (R&B) Department informed that department has not been getting funds for making payments particularly for macadamisation. They further said that department is being pressurized from the higher authority to get the macadam work done by hook or by crook which has become headache for the department as the increasing liabilities; nobody is coming forward to take up macadam work.
"Around 7000 kilometers of roads were macadamized in last three years. In some cases payments were made to the contractors for the work done but majority of the contractors remained without payments which created resentment among them resulting nobody is taking up further work for fear of blocking of their payments bills," they said.
During the term of PDP-BJP Government, only verbal directions were issued by the concerned Ministers for the execution of macadam work and no plan was chalked out to clear their payments and their liabilities continued to increase the issue is lingering on for past three years, which has now slowed down the macadam work, they informed further saying that many roads in Jammu are without macadam despite sanctioning of work for roads but nobody is taking up works.
