9 months after closure of SBM, ED fails to pay salary to employees

Jammu, Dec 27: Nine months on, the Ministry of Human Resource Development (MHRD) has closed Saakshar Bharat Mission (SBM) scheme in Jammu and Kashmir but the School Education department has not yet submitted Utilization Certificate to Ministry concerned, blocked salaries of employees engaged under the scheme.
Sources informed Early Times that the Central Sponsored Scheme was run under Jammu and Kashmir School Education department since 2011 for promotion of adult education and literacy and was closed this year March 31, 2018 by Ministry of Human Resources Development, Department of School Education and Literacy.
"The Jammu and Kashmir government has engaged over six thousand educated youths across state under the scheme. Due to lackadaisical approach of education department the Utilization Certificate of the scheme not submitted to MHRD timely causing delay in release of funds", sources said.
They further said that though the wages given to the employees do not meet up with their needs. These employees were working on a meager salary of Rs 2000 per month which stills a liability to the state government. The salary is not sufficient if you go through the Minimum Wages Act, you will find that it's not enough. Over three years salary yet not given by the department concerned till date.
Though the employees engaged under the scheme have given representation to the then Chief Minister Mehbooba Mufti in 2017 regarding formulation of Job policy.
At that time she directed Secretary to the government, School Education Department to examine the matter and take appropriate action. Instead of formulation a job policy, the government has taken a decision to close the scheme.
The employees whose salary pending to department concern approach higher authority regarding their pending salary, the then officials gave lamb excuse and said that union government didn't release funds. Its reality the union government yet not release salaries of employees but reason behind this is, the department yet not submit Utilization Certificates to MHRD due to which the funds blocked. Saakshar Bharat Mission (SBM) State Coordinator Imran Bhukari accepted and said that couple of days back we have submitted Utilization Certificate to MHRD and hope in the month of January 2019 the funds would be released and it will be distribute among those employees.
Secretary School Educa-tion Department JK, Ajeet Kumar Sahu was not available for comment.
