Jammu, Dec 27: The Higher Education department has changed the construction agency as well as the design of the proposed woman hostel Thathri, without taking the mandatory approval of the Union government, as the hostel was approved under Prime Minister Development Package (PMDP).
Sources informed Early Times that under Prime Minister Development Package (PMDP) the Ministry of Human Resources Development (MHRD) had approved seven girls' hostels for seven degree colleges of the state.
For two hostels, an amount of Rs. 12.50 Crores was approved while for two more hostels a total of Rs. 5 Crores was approved including a hostel at Thathri for GDC Thathri.
As per the proposal submitted by to the Higher Education department and to the Union government, it was decided that the hostel as GDC Thathri would be constructed on pre-engineered technology basis and the then Education Minister Altaf Bukhari had selected Jammu and Kashmir Housing Board for construction of the Hostel, which was also in violation of the norms as mandatory administrative approval was not taken by the department along with inviting Detailed Project Reports (DPRs) from the other construction agencies.
"Due to failure of the department to get government land in Thathri for the construction of hostel, the state government finally approached the Union government for the change of location of girls hostel from Thathri to Bhaderwah", sources said, adding the Union government accepted their proposal and approved the change of location.
Sources further said that the state government only took the approval for change of location of the hostel but when it came for the construction of the hostel, they also brought some other changes in the hostel design. "Against the approved pre-engineering technology basis design the Higher Education department has now constructing the hostel as per conventional design", sources said.
Without taking approval of Union government, the Higher Education department also changed the construction agency from JK Housing Board to their new favourite agency, Jammu and Kashmir Police Housing Corporation.
"The Union government can stop funding to the hostel anytime as the state government has not taken approval of Union government for change of construction agency as well as design and it was not a cumbersome process but a simple one but it was beyond comprehension as why the department refuse to take approval of Union for these changes", sources said.
