KP migrant youth left in lurch

Migration is a social and human problem and it has adversely affected all sections of the microscopic community of Kashmiri Pandits, who had been forced to live in exile, as they were made to flee their homes and hearths in the wake of migration in early 1990 by the Islamic zealots and terrorist. The migrant KP youth stand badly affected as their present and future is very dark given the fact that the successive rulers of the state and the centre did not take any meaningful steps to ameliorate the lot of these unfortunate youth segment of the migrant community. They stand alienated, forlorn, dejected and frustrated with bleak chances of their rehabilitation and employment while the lack of employment opportunities to these youths is the main problem confronting them. Somewhere between the end 2008-2009, the UPA government headed by Dr. Manmohan Singh had announced and embarked a plan for the rehabilitation of the displaced KP community which also included employment package for its unemployed educated youth. It was announced and launched with much fanfare but in reality it was not implemented in the spirit in which it was envisaged. In spite of more than 8 years of the rehabilitation package for the displaced community of KP along with the Prime Minister's job package for its youth segment, the much talked about and much publicized job package remains a far cry and has not become a reality thus giving a great blow to the careers of the youths among KP migrants. Some half hearted measures in the direction of the implementation of the much talked about employment package and plan of rehabilitation of KP migrants had been taken in the past few years but still much more needs to be done to put the plan of rehabilitation of KP migrants including the job package for its youth into practice and relieve the frustration of the KP migrant youth. In fact, much publicized PM's job package for migrant KP youth is a cruel job with the community as only a fraction of the job package announced by the then UPA government in 2008-2009 have been implemented in case of deserving aspirants up to the last quarter of the year 2018 leaving majority of youth of the community in lurch. Under the employment package announced by the UPA government 6000 supernumerary posts were created for the unfortunate unemployed youth. As a follow up measure J&K government had advertised some 3000 posts as a first step to absorb the migrant youth and lure them back to the valley. Out of 3000 posts advertised, 2200 job aspirants to the posts of various categories were recruited. But in actual, only 1400 youth joined leaving 800 posts unfilled. Now after a gap of about 8 years, 1500 posts were advertised by J&K SSB in 2017. In order to fill these 1500 posts that too after many protests and demonstrations by the migrant community vide advertisement notification 04 of 2017. However, as a follow up measure to man these posts computer based tests (CBT) were conducted for those who applied and results of the CBTs were declared and the document verification of the candidates were conducted that too at Srinagar when the fact is that the migrant candidates have to visist valley for this purpose and in the past the interview process consumed life of a young KP candidate in an accident. It is very unfortunate that after conducting type tests for those candidates who have applied in response to the advertisement notification of 04 of 2017 for the Junior Assistant posts in different departments neither a CBT was conducted for these posts nor document verification was announced and held thus putting these aspirants to much agony, pain and frustration. The JK SSB is requested to either conduct much delayed CBT for the posts of Junior Assistant's or alternatively call the candidates for document verification. It is painful and disgusting that neither CBT was conducted for Junior Assistant posts nor document verification was held thus putting those aspirants who have applied for these posts to great mental agony and trouble and thus hampering their future. Further, in spite of document verification for the advertised posts for which CBTs were conducted and the results declared, the necessary selection lists of successful candidates were not issued thus jeopardizing the careers of hundreds of KP migrant youth, a majority of whom have relinquished private jobs in different parts of the country thus nullifying the very purpose of the PM's rehabilitation and employment package. It is pertinent to mention that the last nail in the coffin of this employment package was dealt by the PDP-BJP coaliation government and its Chief Minister Mehbooba Mufti when she got issued SRO-425 to included non -migrant KP youth into the ambit of the PM employment package. While the fact of the matter is that the PM employment package is exclusively meant for the migrant KP youth and not for non-migrants as originally announced. Clubbing non-migrant youth of KP community into the PM employment package is unjustified and factually wrong and illegal ab-initio. If Mehbooba Mufti was so much concerned for the non KP migrant youth of KP community, she should have absorbed them in general employment and should have announced a drive for them separately and should not have bracketed them with PM's job package for KP migrants thus harming the future of the migrant KP youth who are the genuine job seekers for the PM package. SRO-412 relates to the employment of the migrants and SRO-425 is discriminatory, wrong as it includes non-migrant KPs in it and it needs to be revoked. It is learnt that Sikh community of Kashmir is up in arms against SRO-425 to the extent that it included non migrant KP only and why does not it include Kashmiri Sikh community. Sikh community wants repeal of SRO-425 and rightly so. In this connection the Sikh minority youths have filed a petition in the J&K high court and have prayed for the repeal of SRO-425 and also to include Sikh youth in the employment package. In this manner, the recruitment process of PM package is sub-judice and the migrant KP aspirants are hard hit as their careers are at stake. J&K Service Selection Board should defend the case properly and forcefully so that the stay is vacated at the earliest to pave way for the selection of the migrant candidates who have applied and fulfilled all criteria for the advertised posts. It is impressed upon the governor Satya Pal Malik to intervene in the matter and direct J&K SSB to intensify the selection process and plead the case in Hon'ble High court so that a way is found out at an earliest to select those who have passed CBT and type tests in case of Junior Assistants. J&K SSB is requested to conduct CBT for the posts of Junior Assistants advertised in response to advertisement no. 04 of 2017 and announced document verification for these candidates because their career and future is at stake. It is so strange that while the advertisement notifications of 05 of 2017, 06 of 2017 and 01 of 2018 were processed speedily and the candidates were selected but advertisement notification 04 of 2017 is still hanging fire. It is also requested to the Hon'ble governor to issue necessary orders to the effect to resend the criteria of reserving seats for schedule castes in the migrant posts as there are no STs in case of Kashmiri Pandits. These so called and wrongly reserved seats should be absorbed in the general category for the sake of natural justice and fair play. J&K SSB and governor administration should take earnest steps to pave way for the selection of the KP migrant youth at the earliest otherwise democles sword is hanging over their necks.
