Rs 102 Lakhs withdrawn under 13th, 14th FC on Panchayat Secretaries in Marwah

Jammu, Feb 4: In another open and blatant loot of the public money in Rural Development Department in far flung areas of Kishtwar District, approximately Rs. 95 lakhs have been withdrawn by the concerned Block Development Officers posted in the area in last 2-3 years on the name of several Panchayat Secretaries in Marwah block under 13th and 14th FC.
As per the details available with "Early Times", Rs. 46.89600 lakhs have been withdrawn on account of 13th FC which includes Rs. 19.97 Lakhs against 34 works which are missing on ground.
Two installments of Rs. 5.26 lakhs were also withdrawn for around one dozen works on the name of various Panchayat Secretaries.
The documental trails available with the "Early Times" surprisingly the amount was deposited in the bank accounts of the Panchayat Secretaries which instead of open at Marwah branch of the J&K Bank has been opened at Kuleed branch of Kishtwar and the concern BDO oblige them by issuing authority letter for transfer of amount into those accounts. Surprisingly an amount of Rs. 2 lakhs were transferred on the name of local politician on his Bhaderwah account name.
Similarly Rs. 5517008 has been withdrawn under 14th FC also against few dozen work that did not exist on the ground. An amount of Rs. 2.45 Lakhs had been withdrawn against the D/D work at Satarwagan, bathrooms at Appan, Lower Naber and Yourdoo, Rs. 70000 for park at Zayarat Sharief Hanzal, 3.64 lakhs for six bathrooms all in Panchayat Tiller while another Rs. 30.48 Lakhs had been withdrawn against the works that found missing on the ground.
Surprisingly Rs. 26.96 Lakhs has been withdrawn on the name of Mohammad Abbass Mattoo and Mushtaq Ahmed as material cost in Renia A panchayat in MGNREGA.
Speaking to "Early Times" social and Political Activist Ghulam Rasool Magrey said that several RTI's were filled by the RTI activist against the RDD department as well as against the other departments in Kishtwar District and majority of those RTIs were compromised and the information received if any never comes to public or shared with the media.
Magrey said that he and his colleague Abdul Wahid Malik are under immense pressure and threat from various quarters not to move further ahead with regard to sharing the details in media and particularly to "Early Times". He said that this is his first RTI and he straight forward brought the same to public as the aim and objective of the same was to aware the people about the mass scale bungling in RDD department wherein more than Rs. 100 Crore under MGNREGA has been sanctioned for Marwah, Warwan and Dachhan blocks in last few years and majority of the same did not go to the genuine people who deserve the share in this money.
He called upon the youths and people of Kishtwar District to file RTIs with good intension to unmask the corruption in various departments by bring it to public. He said that they are yet to receive the full data pertains to Warwan blocks added that the case is pending with Information Commissioner for adjucation. He said that like MGNREGA, CDF, he was surprised to find that majority of the amount withdrawn on account of 13th & 14th FC is without execution of the works on ground.
He said that more than 400 RTIs were filled against RDD Department, but majority of them died a natural death as same were either compromised or were forced with threat to abrogate the same.
