Jammu, Feb 14: It might sound strange but fact that an official who does not figure in the list of village level workers (VLWs) and Inspector Panchyat in Rural Development Department (RDD) got two promotions within one year. Moreover to shield the blue eyed, who parachuted in directorate of RDD, untired efforts are being at higher level.
According to documents available with Early Times, Mohd Yousaf Parray presently holding the post of Panchyat Officer, in directorate of Rural Development, Jammu, was initially appointed in Command Area Development Department (CAD) Jammu on September 15, 1988. "His seniority still falls in CAD, asp per tentative seniority of VLWs in CAD, he falls at number 5", sources said and added that however, the official is presently deputed at Directorate of RDD Jammu, on deputation basis.
"Till March 2017, he VLW, be on March 2, 2017 he placed as incharge Inspector Panchyat Grade-II", sources said adding that he jumped to next position, after an year of first promotion in RDD.
Sources further said that on in April 2018, he was asked to look after the works o f BDO (HQ), ACD Office Udhampur. "In the interest of administration and smooth functioning of office work, Mohd Yousef Parray, Incharge Inspector Panchyat, directorate of RDD Jammu shall look after the work of BDO (HQ) Udhampur against available vacany till the post is filled up by the competent authority", order number Estt/BDO/18-19/2563-67, dated April 21, 2018.
But sources claimed that the said official never joined his new assignment, and remained sticking at Directorate of RDD, and latter he was made Panchyat Officer by the incumbent boss. "Even, the directorate trying its best to reveal his actual present posting, in reply of a RTI, the directorate informed that the official, presently posted as BDO (HQ), however, the information seeker, have clearly mentioned, "provide information of Mohd Yousef Parray, Panchyat Officer, posted in Directorate" but in reply information provided shows that he is posted in BDO (HQ) Udhampur", they said.
They further said that in another case, audio-visual operator, has been made incharge BDO and his post has not been filed, it also hampers publicity of various schemes. "The AVO, who was made incharge BDO, is still withdrawing salary of AVO, but he has not been asked to report on his actual post", sources said and added that the directorate of RDD has full-fledged publicity wing headed by Divisional Publicity Officer (DPO), but presently, it has been defunct.
Quoting recent FIR of ACB against officers of RDD, for bungling of funds in purchase of hoarding/flexes, they said that it was the job of DPO, but the post has been reduced to private secretary to Director RDD. "The scandal could have been avoided, but due lawlessness everything going derailed in the department", they added. Director General, RDD Jammu Rehana Batul could not be contacted for official version in this regard.
