Huge irregularities surface in Anantnag Flood Control Division

Anantnag, Feb 22: Serious irregularities have surfaced in Anantnag Flood Control Division as 'Jehlum beatification' works are being allotted to blue-eyed contractors without floating tenders and adhering to norms.
Well placed sources told Early Times that the officers at Anantnag Flood Control Division have allotted works worth Rs 1 Cr to four contractors without adhering to laid down procedure.
"Government had issued clear cut directions and asked every single department to float e-tenders for even those works whose estimated cost is just of Rs 1 Lakh but here in Anantnag Flood Control Division and Irrigation Division government directions are trashed and works are being allotted to contractors in violation of norms.
Assistant Executive Engineer Flood Control Division Anantnag, Nisar Ahmad made a candid admission and said that he had recommended allotment of works to some agencies without floating fresh tenders.
"Yes, I have forwarded estimates to Executive Engineer for consideration as we didn't want to lose the money," he told Early Times over Phone.
He confirmed that the department wasn't floating fresh tenders for the works worth Rs. 1 Cr.
"We have four agencies who have already executed works under Jhelum beatification therefore they deserve extensions and also it's not feasible float tenders at this stage," he said without knowing the fact that Jammu and Kashmir Government has completely banned awarding works by allowing extensions and approvals.
Pertinent to mention, Flood Control Division Anantnag has floated several tenders this week as well which belies the claims of Assistant Executive Engineer Flood Control Division Anantnag, Nisar Ahmad.

Executive Engineer Flood Control Division Anantnag, when contacted told Early Times that it wasn't yet finalized and claimed that 'few people' don't want development to happen.
Insiders claimed that officers in Anantnag Flood Control Division were close to a political party and by allotting works political-backed contractors; officers were only returning some favors. "They (Officers) can go to any extent to please their political masters," sources claimed.
Important to mention, around 3 Cr rupees were allotted to FC Division Anantnag in 2007 for beautifying Jhelum river bank near Dara-shako Bijbehara but river bank didn't witness any change.
