Amendments yet to be incorporated in Draft Action Plan on Waste Management

Jammu, Feb 22: Government is yet to incorporate the changes in its Draft Action Plan on Solid Waste Management (SWM) even after the same was discussed during a presentation before Chief Secretary several months back on the direction of J&K High Court.
As reported already on the orders of J&K High Court Chief Secretary was given a power point presentation by Environmental Policy Group (EPG) wherein Government's Draft Action Plan on waste management was discussed threadbare.
Last year in October, Housing & Urban Development Department (HUDD) had sought suggestions/views from the stakeholders on State Policy on Solid Waste Management Strategy, 2017 and Draft Action Plan for Municipal Solid Waste Management J&K.
Public at large and the concerned stakeholders were requested by HUDD to visit the department's website and furnish suggestions/comments within 30 days from the date of issuance of notice so that the Action Plan could be finalized. During the meeting members of EPG lead by Syed Nasarullah had apprised Chief Secretary that people were not able to find any address or email ID after opening the draft action from HUDD website. CS was updated about the lacunas in the said action plan as well.
Chief Secretary during the meeting had assured that Govt will ensure to institutionalize the waste management work in J&K.
Pertinently J&K High Court on Oct 30 last had directed state government to submit status report on draft action plan for Solid Waste Management (SWM) bylaws. In addition to it, High Court Chief Justice had asked Chief Secretary to allow members of EPG to give a presentation on solid waste management.
Senior Additional Advocate General (AAG), B A Dar had informed court that a meeting as directed by the court vide its order dated 17.9.18 had been convened under the chairmanship of Chief Secretary of the state and the draft Action Plan about SWM bylaws has been forwarded to Secretary Tourism for seeking suggestions from general public.
The issue regarding lacunae in draft action plan on Solid Waste Management was discussed with CS but Govt has not incorporated the suggestions in the final action plan. This includes decentralizing waste processing units at town or mohalla level. In the draft action plan of 2017-2018 waste management and processing plants were to be set up in clusters of two or three towns and this model had already failed as not even a single company was ready to invest under PPP model.
The PIL on Solid Waste Management was again listed before the HC on Friday Feb 22nd . As per reliable sources notice has been send to Principal Secretary HUDD viz a viz draft action plan on Solid Waste Management which is not yet finalized.
