Education officers give damn to govt order; refuse to join at new places of posting

SRINAGAR, Mar 7: Despite the repeated reprimand from the people at helm many officials of the Department of Education are paying no heed to their transfer order and they continue to discharge duties at the previous place of posting.
A week back an order issued with transfer of Zonal Education Officers of the Education department has been virtually trashed since some of the officers have not joined at their new places of posting. The non-compliance has put a question mark over the need of issuing such orders.
The transfer order was issued by Secretary, School Education Department and it was expected that the order would be complied by the officials, but that was not to be. At the same time it has come to the fore that attachments persist in the department despite standing instructions in this regard.
According to the order issued by Secretary, Fehmeeda Jan, in-charge ZEO Wagoora was transferred and posted as in-charge ZEO Sopore. At the same time, ZEO Sopore Kulsum Akhtar was transferred and posted as ZEO Wagoora in place of Fehmeeda Jan.
"Both the ZEOs failed to join their new places of posting and as such they continue to be posted at the places where they were discharging their duties earlier. The non-compliance of the order mocks at the whole process thus throwing the whole system into a mess," said sources.
Sources said that despite the claims of the previous government that attachments have been done away many of the teachers continue to get salary at the district headquarters even though they are posted in the villages or in areas falling in outside the city limits, districts or towns.
"It has been observed that the orders issued by the government are seldom implemented. Same happened with the orders regarding detachment of officials in the School Education department. It is better for the people at helm not to issue orders that they know would not be implemented," said sources.
Sources said that there are many teachers who have been posted in the district offices although they are meant to teach children in the schools. They said the attachment of teachers in offices at the zonal and district levels has seriously impacted the overall education system.
"Teachers are meant to teach and not to go through the official correspondence or write letters or type letters. Their utilization at the administrative offices means that they are not doing their duty according to the mandate," said sources.
In the meantime, Director School Education Kashmir, Mohammad Younis Malik has asked the teachers to be present on schools on Saturday (March 9). The Director has asked the teachers to ensure that everything is in place in schools as they are opening after winter vacations on March 11.
