No plans, strategies formulated to utilize Irrigation Potential
Irrigation deptt shows dismal performance in AIBP

JAMMU, Mar 7: Despite liberal funding from the Center Government for creating irrigation potential by providing water facility to the agriculture fields in far off areas to give boost to agriculture sector of the State, the Irrigation Department has miserably failed to make the best use of central schemes.
Sources told Early Times that Irrigation Department failed to formulate Perspective Plan under Accelerated Irrigation Benefit Programme wherein neither strategies were formulated for utilization of created Irrigation Potential nor were schemes selected for execution after formulation of Detailed Project Reports (DPRs). "Guidelines of Accelerated Irrigation Benefit Programme Planning Commission were not taken into cognizance while planning, prioritizing and executing the schemes, which resulted in poor outcome of the scheme," they said further adding that Perspective Plan needs to be formulated and guidelines approved under AIBP should be adhered to and only approved schemes were to be taken up for execution.
They further said that the project, schemes are still being prepared on snail pace. "There were many parameters which were to be in consideration while preparation including need of the area, availability of Irrigation Potential and demand of the general public.
"These projects were to be submitted to Government for approval/ sanction and release of funds so that Irrigation Potential in non-irrigated area be capitalized up to maximum extent. There is no specific document of Perspective Plan but schemes for future are framed to get more and more available water utilized in irrigation sector," they informed that Perspective Plan has still not been prepared by the department. The schemes were selected after formulation of Detailed Project Reports (DPRs) and taken up without prioritization and without adhering to the guidelines of schemes or the Planning Commission. No strategies were formulated for utilization of created Irrigation Potential.
