MCC violation: Noose over overstaying officers tightened

Jammu, Apr 4: The Deputy Commissioner Jammu, Ramesh Kumar who is also the district election officer (DEO) has attached two overstaying block development officers (BDOs) from Jammu district in his office till further orders.
According to documents available with Early Times, two BDOs posted in Jammu district since 2014 have been overstaying in violation of transfer policy. The duo has been attached with DEO's office till further order.
"Ranjit Singh Tara incharge BDO Bhalwal Brahman vide order no ENT/J/2018/10509 dated 27/11/2018 was placed under suspension for his causal approach towards the important election duties during the process of Panchyat Election 2018, however, he has been reinstated vide order no ENT/J/2018-19/11906-11 dated 07/01/2019 with warning to remain careful in future towards election duties", sources informed ET and added that the state government vide order no 232-RD&PR of 2018 dated 10/09/2018 posted junior KAS officer Joni Kumar as BDO Akhnoor Jammu, and vide order number 32-RD&PR of 2018 dated 21/01/2019 posted Chander Kant Bhagat as BDO Marh along with additional charge of BDO Bhalwal Brahmana.
"Consequent upon the announcement of Lok Sabha Election-2019 by election commission of India on 10/03/2019 MCC came to existence, as such; no employee is transferred and posted during the period of election. Both the BDOs vis. Akhnoor Joni Kumar and BDO Marh Chander Kant Bhagat have been assigned the elections duties in connection with LS Polls", order no. DCJ/PS/2018-19/1321-1332, dated 27/03/2018.
"Ranjit Singh Tara I/c BDO was transferred and posted in district Jammu vide government order 272-RD&PR of 2014 dated 04/09/2014 as such the incumbent is overstaying for more than three years in district and on the other hand Bodh Raj I/c BDO belongs to home district Jammu ad assigning of election duties to these incumbents shall be violation of instruction issued by ECI. The matter has been taken up with concerned administrative department as well as the election authorities", the order read and added that keeping in view of the above Bodh Raj and Ranjit Singh Tara both I/c BDOs are hereby directed to report to the office of DEO Jammu till further order.
