HC directs draft plan for coaches to facilitate sports facilities

Srinagar, Apr 10: The High Court has directed the Secretary Youth Services and Sports to draft out a plan for consultation of coaches in order to facilitate the sports facilities in Jammu and Kashmir. Hearing a Public Interest Litigation regarding intensification and expansion of sports facilities and infrastructure in the state, the division bench of Chief Justice Gita Mittal and Justice Tashi Rabstan directed the Secretary Youth Services and Sports to take stake holders on board and draft out a plan for consultation of coaches in order to facilitate the sports facilities in the state. The bench also directed to consult the Finance Department and examine the all aspects including infrastructure and expenditure as also for the process of selection of coaches so that the proper training is provided to those who are taking part in various sports. In this connection, Government is under direction to prioritize the filling of 3000 posts of Rehber-e-Khel sanctioned for various districts of the state and remove all deficiencies as pointed out in the response. In one of the previous hearing, the court observed that various Sports Associations impleaded as respondents are receiving funds from the Ministry of Youth, Affairs and Sports, Government of India but have failed to respond to the repeated notices by the Court.
"There is no dispensation of any of the allocation to these sports organizations in the State of J&K. Such a situation cannot be countenanced under any circumstances.," the court had said and directed Secretary, Department of Youth Services and Sports, Government of J&K to convene meeting(s) of the authorized representatives to place an action plan regarding the creation of facilities which are required in respect of the concerned sports.
