Contractual employee of J&K EDI gets extension in service, continues to be attached

SRINAGAR, Apr 10: The state government may have ordered for the detachment of officials, but the same does not hold true for an employee of Jammu & Kashmir Entrepreneurship Development Institute (J&K EDI).
The official is contractual one with the services being extended recently. The official in question is making merry like anything and the worst part is the officials who could have taken action against her are sitting over the matter. The official figures at serial number four of the employees who continue to remain attached by virtue of a recent order.
Humera Nazir, the employee continues to be attached with the Grievance Cell of Jammu & Kashmir government. Services of Humera have been extended along with 13 officials of J&K EDI. The order of extension of contractual services of these officials was issued on 27-3-2019.
"Sanction is hereby accorded to the extension in the contractual services of following 14 coordinators for a period of three months w.e.f 01-04-2019 till 30-06-2019 on the existing terms and conditions," reads the order number JKEDI/HR-186 of 2019 dated 27-03-2019.
Besides Humera, the contractual employees whose services have been extended are Aafaq Ahmad Mirza, Gegmet Skitzom, Hari Bhushan, Irfan Ali, Manzoor Ahmad Pandith, Mashood Wani, Mudasir Ahmad Khan, Nadeem Fayaz, Nusrat Shah, Ravoof Ahmad Mir, Shabir Ahmad Parray, Sumaya Ashraf and Vishal Singh.
It would be in place to mention here that the General Administration Department (GAD) issued order number 22-GAD of 2018 dated 06/07/2018 directing all the departments to detach all the employees who were attached for varying reasons. The employees were asked to join their duties in the parent department with a period of 10 days.
"The female employee in question is a contractual employee of the J&K EDI and in 2018 her service contract expired. Although, her services were no longer required by the Institute but still then she managed to extend the services by using influence through some other means," said sources.
Sources said that the employee not only managed to extend her services, but also ensured that she continues to remain attached with the Grievance Cell of Jammu & Kashmir government. They said the order to detach employees was welcome one but the same was not implemented in letter and spirit.
"The Institute continues to depute its influential staff by issuing inter divisional deputation orders despite the enforcement of Model Code of Conduct for the Lok Sabha elections. The influential employees of the Institute are trying their hard to get themselves transferred in the guise of inter divisional deputations," said sources.
Sources said that in some cases some of the employees have left their respective stations or place of posting without the orders being issued in their favour. They said that these employees influenced the then Director of the Institute and managed to get favours.
