Early Times Report
JAMMU, Sep 2: Despite clear directions from the Supreme Court of India as well as Union Health Ministry, the junior doctors at Medical College Jammu and Srinagar and its associated hospitals are being forced to work for 36 to 48 hours along with handling serious cases alone during night shifts in the absence of senior doctors.
Moreover, concerned management makes 'duty roasters' of the junior along with senior doctors but reportedly the most of the senior doctors not available in the emergency wards due to lack approach of the higher-ups of the respective hospitals.
Few junior doctors posted in GMC&H Jammu, seeking anonymity, told Early Times that the junior doctors have gotten used to this hectic schedule in the absence of senior doctors in the hospitals as consultants are never on duty during Emergency hours or night in government hospitals. As results, the junior doctors have to handle general as well as serious cases of accidents, poison, many more along with relatives' anger.
"After 4 or 5 pm, Emergencies and general wards, often with full the patients and ICUs are left entirely to the junior doctors, "they stated, if there any emergency is required doctor on duty have to make a call to senior doctor. Instead of visit in the hospital to look at the condition of the ailing patient, some of the senior doctors prefer to give treatment over the phone, they alleged.
They quoted rules, "Rules say consultants must report to hospitals in grave emergencies, but rare is the day when a senior consultant is seen in a hospital after midnight. Despite knowing that various medical studies found that junior doctors, who are learning and performing the duty for 36 or more hours, not only put their patients 'lives but also their own lives at great risk.
They said that the long duty hours are not only killing young doctors but also affecting their personal and family life as well.
Pertinently, Supreme Court of India, as well as Ministry of Health and Family Welfare had issued instructions to all states and UT administration regarding the implementation of Uniform Central Residency Scheme with instruction number 13 of the letter 'hours of work', stating that -Continuous active duty for resident doctors will not normally exceed 12 hours per day, "they stated, adding that nothing has been done by the State Health Ministry improve the system.
