Jammu, Nov 7: The medical certificates issued by Chief Medical Officer’s (CMOs) have raised serious question over their authenticity and exposed the corruption culture prevailing there as a driving licence holder has got selected for Jammu and Kashmir Administrative Services (JKAS) in visually handicapped category.
The selection of the candidate along with some other candidates in the visually handicapped category for JKAS has open the lid over the prevailing corruption in the office of medical officers, which led to the selection of candidates with money and political power while the deserving candidates have been denied their rightful claim.
Sources informed Early Times that to secure a driving license the candidate must have visibility for 20 meters and at the other hand for getting Visually handicapped certificate the candidate should have visibility for only 6 meters, according to the guidelines issued on June 1, 2001 by the Ministry of Social Justice and Empowerment Government of India.
A candidate who has a driving license issued by Assistant Regional Transport Office Doda has recently selected against 277 posts of JKAS in visually handicapped category. "For being selected in VH category, the person should have 40 percent disability and that person cannot have visibility beyond 6 meters but how the same person has secured a driving licence with 20 percent visibility", sources said, adding that it exposed the prevailing corruption and manipulations to secure the handicapped category certificates.
Sources further disclosed that another candidate was selected in Visually Handicapped category in the last selection list of 277 candidates. "While playing cricket, this candidate had got hit in his eye and lost some percent of eyesight but as per the guidelines, if the candidate has completely lost one eye, s/he would get 30 percent disability and not 40 percent mandatory for selection under the category, but the above said candidate has normal eyesight in one eye while some loos of sight in another eye, which not account for more than 15 percent disability but he is also selected in Visually Handicapped category", sources said.
Sources further disclosed that two more candidates were also selected in recently selection list of 277 candidates in the Visually Handicapped category after furnishing of the medical certificates issued by CMO of their respected districts.
"Their candidature has already come under question as the Medical Board has reportedly found their certificates manipulated", sources said, adding that these were some examples, wherein candidates have been selected with manipulated certificates but there would be many more, who have been selected after furnishing such fake certificates.
The Lieutenant Governor led administration should initiate an enquiry in the entire matter to ascertain the facts and expose the corruption prevailing in the entire process and cases must be registered against the involved candidates as well as involved officials, who have been providing the medical certificates after getting money.
