NNHM plays foul, adjusts blue eyed illegitimately without tendering, kicks genuine company out

Early Times Jammu, Dec 29: In sheer violation and high-handedness being forced on the genuine workers and companies taking up contractual works under the legal format through tendering process, the National Rural Health Mission (NRHM) has used the illegitimate ways to adjust their blue eyed.
Among many instances of such illegitimacy being practiced by NRHM , a tender approved by the Court to one JannBaaz Security and Management for supply of manpower and other allied works in hospital management, NRHM offensively kicked the company out to adjust another of its own choice .
A rider has been issued by NRHM to JaanBaaz Security and Management to pack up it bags before the fall of the year and in its place the entire work has been given to a Chandigarh based company Tiranaga Security Services.
A source in JaanBaaz Security and Management while talking to Early Times said that the entire process has been deliberately rescheduled by the higher ups at NRHM to adjust Tiranaga Security Services.
“ We have been given go ahead by the court for supply of manpower in different categories that included Data Entry Operators, sanitary workers and cooks to be provided at Rajouri hospital . The contract was for five years , but the infringement by NRHM after three years stating that the works will be taken up by Tiranga Security Services has left us stuck in middle,” said the source.
He also alleged that no tenders were released for the purpose and when authorities were checked in for such turn over, they shifted onus to Director Medical Supplies or Director NHRM It is also in place to mention that before snatching the project from JaanBaaz Security and Management, NRHM did not even served the notice so that the aggrieved company could approach the court in the case.
All documents regarding the superfluous activities undertaken by NRHM in violating the rules and forcing its high-handedness on the genuine company are secured with Early Times.
Since the contract through tenders included a guideline for the bidder to be according to the norms of PSARA that gives eligibility for filling of tender in case of security management supply, but for Tiranga Security Services, it also does not falls into the category and NRHM has openly flouted the norms to adjust its blue eyed company while snatching away the genuine contract work from JaanBaaz Security and Management.
Denying the charges , Yashpal Sharma, Director New Medical colleges said that nothing out of context is released as tender for the project .
“If anything is found scrupulous in tendering, it will be brought to books and anybody having distorted the guidelines will be taken care of. So far nothing unprincipled has come to my knowledge,” said Sharma.
Also Bhupinder Kumar, director National Health Rural Mission said that no work has been allotted to any group or NGO out of the purview of tendering.
“We have floated fresh tenders for the purpose and any work which has been executed in an erroneous way will be sidelined,. Anyhow no wrong precedence is set from the higher end and every clinical care is taken in executing the works ” said Bhupinder Kumar.
