JKRCEA urges LG to end stalemate of reservation in promotions

Jammu, Dec 31: The leaders of Jammu Kashmir Reserved Categories Empowerment Alliance (JKRCEA) in a largely attended press conference have shown great resentment regarding failure of LG J&K UTs office to arrange a meeting of this biggest Social Organisation of Reserved category with Lt. Governor G.C. Murmu.
They claimed that the request for meeting with the LG stands delivered to the office of LG since 13th Nov 2019 but probably the officials in LG office are doing some hanky-panky in the matter. They further allege that even the Chief Secretary of J&K since last more than one year has not given any time for meeting with the delegation of JKRCEA in spite of repeated requests to his office for the meeting. Sensing the past experience with J&K bureaucracy, the leaders cautioned LG against misguiding and negative stand of upper caste KAS lobby of J&K when the question of constitutional rights of SCSTOBCs comes for discussion.
They said that few KAS officers manage their postings in the civil secretariat by manipulating system for their personal gains and for doing anti SCSTOBC activities. The previous as well as present Law Secretary & GAD Secretary misguided past and present government in the matter of reservation in promotions for SCSTs. The leaders further said that they welcomed the Constitution of 03 members committee to sort out issue of Reservation in Promotions headed by SWD Commissioner M.K.Dwvedi, but two members Achal Sethi (Law Secy) & Sohail Noor (Addl Secy/GAD), tried to misguide him too. Probably, incomplete and anti SC/ST report has been submitted to higher ups.
They requested Lt. Governor, G.C. Murmu to direct bureaucracy to be people and constitution friendly and do not display dictatorial and misguiding traits. The leaders went on threatening that if the constitutional rights for SC/ST/OBCs shall be floated like this, the reserved categories shall have no option than to resort to peaceful agitation against these bureaucrats and dilly dallying/delaying policies/tactics of the government.
Prof. G.L. Thapa, while talking to media person said that a committee headed by M.K. Dwvedi probably toed the lines of same mind set of bureaucrats who are anti SCs/STs/OBCs have influenced the said committee in the matter of reservation in promotions and that is why the committee was supposed to give its report on 13-12-2019 has not come out with the said report openly.
Sham Lal Bassan further elaborating on the woes of this community said that they have twice represented to the LGs office for getting time to meet him and discuss some constitutional issues but unfortunately two months have passed but no ordeal from LGs office.
Bodh Raj Bhagat while addressing the media person said that Lieutenant Governor is direct representative of Central Government and he should meet all sections/groups in J&K to practically implement PM's Mission of "SAB KAA SATH SAB KA VIKAS". Mere advertisements in the papers with a caption "Benefits to Scheduled Castes and OBCs", "Benefits for West Pakistan Refugees" etc shall gain no confidence but shall decrease confidence of people in present leadership of BJP.
In the end it was requested to the Lt. Governor to implement all constitutional provisions meant for SCSTOBCs including matter of reservation in promotions, extension of Mandal commission report, Tribal Act and extension of OBC Commission. It was also requested to the Lt. Governor to take note of JKRCEAs request of personal meeting with him to discuss various issues of SCSTOBCs with him. If the demands of SCSTOBCs are not met in time farmed manner, they may resort to peaceful agitation after 26th Jan 2020.
