SDA under scanner for ‘shady’ auction of shops

Srinagar, Feb 1: The Srinagar Development Authority (SDA) has come under scanner for allegedly shady auction of shops in the summer capital of Jammu and Kashmir.
Official sources said the SDA had invited bids for allotment of shops at more than one place in Bemina locality but in alleged contravention of norms.
Sources said on December 10, 2019, in a allegedly hurried decision the SDA had issued two separate notices vide auction notice number 10 and 11 for allotment of the shops at “EWS Colony and shop site at HIG/MIG Colony Bemina Srinagar.”
Sources said the auction was done without the mandatory e-auction whereby the bid had to be done online and the bidders had to contest online.
Instead of the prescribed norms, the SDA went for offline bidding. The bidders had also submitted CDRs for the same before the SDA in hard copy.
Sources said in the absence of any proper e-bidding only some “nears and dears” of those in the SDA had made the bids to get shops.
The issue reached public circles with many raising a voice against the “fraudulent process of bidding to benefit the influential.”
Sources said the complaint also reached the Civil Secretariat, which raised objections to such a bidding process.
Sources said the SDA officials got worried and at once decided to cancel the bids.
Sources said though the bidding was recently cancelled and the bidders have been asked to take back their CDRs, there was a need for a high level probe.
“Cancellation of bidding doesn’t mean things are in order. There is a need to get the matter probed as to who all were involved in offline bidding and why was such an unlawful path was taken and who all were the prospective bidders?” said a senior official in the SDA.
When contacted a SDA official downplayed the matter saying that the auction has been formally cancelled.
